Why can't they bring back a good Master like Sir Derek Jacobi. Utopia was the best Master story since the 70s.

And then they spoilt it with that hyperactive loon John Simm.

Missy was fine, but like all things in the later seasons...used very, very poorly.

Can a Time Lord return to an old face? Or perhaps this is some remnant of the old Master that somehow got regenerated into a full Time Lord? Sorta like Ten's hand becoming human or something along those lines (I forget).
