This military facility turned self-governing enclave is extremely difficult to find. Designed originally as a research and cold weather training facility, it was meant to be remote and isolated. - Description: Defined above ground by two distinct "towers", the military and research sections of the facility are divided. The military training side contains much of the military infrastructure and berthing as well as the hydroponics and facilities required for self sustenance. In the other shaft, research facilities and science labs are housed as well as a plethora of historical research samples and data. The research portion of the facility is able to maintain a strict quarantine from the other side in case of dangerous breach.

These are the backbone of Decima's droid complement and serve a dual purpose as a monitoring network. Because of their density, citizens usually stop noticing them in their early childhood. Dual purposed for security observation and maintenance. Used as a secuity network, each MSE contains cameras, audio sensors, thermal scanners, environmental monitoring, and is networked into the security infrastructure, capable of reporting data to security dispatch in real time.

HISTORICAL INFORMATION
Constructed during the height of the First Order's expansion, the Decima Cold Weather Training & Research Facility was established deep within the polar mountain ranges near Hoth's northern pole. Officially, the installation existed to prepare military personnel for sustained operations in extreme environments while advancing research into cryogenic science, climatology, geothermal energy, glaciology, and the effects of prolonged exposure to severe cold. Beneath that public mandate, Decima also housed a number of classified research initiatives whose work benefited from the planet's naturally frigid conditions, including long-term cryostasis, advanced materials testing, biological adaptation to extreme climates, and other sensitive scientific programs requiring isolated laboratories and naturally stable low-temperature environments.
Isolation was considered one of Decima's greatest assets. Hidden beneath nearly five kilometers of rock and glacial ice, the facility was deliberately constructed to appear insignificant from orbit. Only two heavily fortified surface towers and a handful of support structures betrayed its presence, while thermal dampening systems, concealed infrastructure, and Hoth's perpetual storms rendered the installation nearly invisible to all but those already aware of its location. Built with the expectation that supply lines could be interrupted for months at a time, Decima possessed extensive hydroponic agriculture, geothermal power generation, water recycling, and industrial fabrication capabilities, allowing it to remain operational without regular outside support.
Those redundancies ultimately became the facility's salvation.
When the First Order collapsed and communications with the wider galaxy abruptly ceased, Decima found itself alone. With no reinforcements arriving and no central authority left to provide direction, the installation's commanding officer enacted emergency continuity protocols, sealing the facility against the outside world. What was intended as a temporary measure soon became permanent. As uncertainty gave way to isolation, the command staff recognized that Decima was no longer simply a military installation - it had become the only home thousands of people would ever know.
From those first uncertain years emerged the Decima Continuity Authority, a government founded not upon conquest, but preservation. Guided by the Continuity Charter established by the facility's final commanding officer, the Authority restructured the installation into a self-governing enclave dedicated to survival, stability, and collective prosperity. The transition from military installation to self-governing enclave was not a single, well defined event, but a gradual adaptation born of necessity. Existing barracks became family housing, classrooms replaced briefing halls, training facilities were repurposed for civilian education, and logistical systems once intended to support campaigns across the galaxy were redirected toward sustaining a permanent population beneath the ice. While the installation retained much of its original architecture and disciplined organizational structure, its purpose shifted from preparing soldiers for war to sustaining an entire civilization beneath the ice.
Though heavily influenced by the traditions of the First Order and the broader Imperial doctrine from which it descended, Decima's culture has developed its own distinct identity over the last three to four decades. Service, discipline, technical excellence, and merit remain among the highest virtues, but advancement is determined less by birth than by demonstrated ability and contribution to the community. Every citizen is expected to possess a useful trade, maintain professional competence, and contribute to the continued survival of the enclave. Individual ambition is encouraged only insofar as it benefits the whole. Within Decima, personal success and public service are viewed as inseparable.
This philosophy has produced a society of remarkable efficiency. Crime is exceedingly rare, infrastructure is meticulously maintained, education is universal, and no citizen lacks housing, medical care, or meaningful employment. Despite these Utopian offerings, these comforts exist alongside pervasive surveillance, restricted movement within secure sectors, and a government that places communal stability above individual liberty. Thousands of MSE-6 "Mouse" droids quietly double as the facility's distributed observation network, while compartmentalized security zones, biometric checkpoints, blast doors, and ray shields ensure that any threat - internal or external - can be rapidly contained. To the citizens of Decima, these measures are not viewed as oppression, but as necessary safeguards that have preserved their society where countless others failed.
The outside galaxy occupies an unusual place in the Deciman worldview. To Decimans, the First Order is remembered not as an ideal to be restored, but as a powerful state whose collapse demonstrated the dangers of overextension and political instability. The wider galaxy is regarded as fragmented, volatile, and governed by short-sighted interests, while Decima is held up as proof that disciplined cooperation, meritocratic governance, and shared responsibility can produce a safer and more prosperous society. Citizens don't believe themselves to be the last survivors of civilization; rather, they believe they have become its most refined expression.
Many of Decima's founding generation still remember serving beneath the banner of the First Order. Their children, however, know that era only through education, ceremony, and family stories. As a result, the Continuity Authority occupies an unusual position: preserving the traditions that built Decima while gradually reshaping them into institutions intended to outlive their origins. It is not uncommon for older citizens to recall seeing Coruscant, Corellia, or the fleets of the First Order with their own eyes, while younger generations regard such places with the same distant fascination reserved for history texts. To them, Decima has always been the center of civilization.
Today, the name Decima no longer refers merely to a military installation. It denotes an entire people, a government, and a culture forged beneath the ice of Hoth - one that has transformed a forgotten First Order research facility into a self-sustaining civilization whose greatest achievement may not be its military strength or scientific accomplishments, but its unwavering ability to endure.

The Continuity Charter
Ratified following the Sealing of Decima, the Continuity Charter constitutes the supreme governing instrument of the Decima Continuity Authority. It establishes the Authority's fundamental obligations, defines the relationship between the citizen and the state, and serves as the basis upon which all subordinate statutes, regulations, and directives are enacted.
The Charter is founded upon five Articles.
Article I - Continuity of Decima
The preservation, security, and continued operation of Decima shall constitute the highest obligation of the Authority and all citizens.
No law, order, or individual action shall knowingly jeopardize the continuity of the enclave.
Article II - Merit and Office
Public office, command, and positions of trust shall be conferred solely upon demonstrated competence, conduct, and service.
No office shall be claimed by inheritance, privilege, or personal favor.
Article III - Duty of Service
Every citizen owes a duty of service to Decima consistent with their abilities, training, and capacity.
The Authority shall ensure that every citizen is afforded the opportunity to contribute to the common welfare.
Article IV - Preservation of Knowledge
Scientific, technical, historical, and cultural knowledge shall be preserved, expanded, and transmitted to succeeding generations.
The intentional destruction, concealment, or corruption of essential records shall constitute an offense against the Authority.
Article V - Order and Liberty
Lawful order shall be maintained as the guarantor of security, prosperity, and the rights afforded under this Charter.
No liberty protected herein shall be exercised in a manner that materially endangers the continuity of Decima.
