Civilian Security Assistance Force
The Civilian Security Assistance Force (hereafter referred to as "CSAF") is a paramilitary sentientarian aid and relief organization that provides a wide variety of services, resources, and assistance to the innocent beings of the Galaxy. CSAF exists to serve the needs of the people, not the governments or authorities that rule them, be they democratically elected or no. As long as it is possible, CSAF will contribute services and resources to those who need them, establishing independence and security for the disenfranchised and oppressed.

History

CSAF's history is rooted in the ashes of long-dead Jedi Master Ander Tagira's vision of an established advocate for the laypersons of the Galaxy. Originally a militarized force to combat oppression, the organization has been realised anew in the modern age by the Galactic Republic's own Supreme Commander [member=Ali Hadrix] and a Mandalorian woman named [member=Alena Reckar]. The two women have recruited a talented force of soldiers from within the ranks of the Galactic Republic military and citizenry as well as the Galaxy at large. Using black-book funds from the Galactic Republic Intelligence Ministry's covert money laundering operations, CSAF has managed to fully fund and outfit itself, establishing a main fighting force with training facilities on Carida that work in cooperation with the Imperial Remnant government and military.






Training

Many of CSAF's initial class of recruits were unable to handle the stress and hardship of the intensive, unforgiving training; many quit or washed out, and others died during this time. Still more survived, and thrived under Carida's rigorous and painful conditions, learning and relearning tactics and tasks of all kinds, both new and old to them, until finally, after two years of preparation and training, the initial class of enlistees was inducted into the CSAF ranks as Commandos.
The Civilian Security Assistance Force was finally prepared to take on the evils of the Galaxy, in whatever shape or form in which they chose to arise…

The Civilian Security Assistance Force Mission Statement, Charter, and Rules and Regulations

The following outlines the CSAF Mission, the goals of the organization, and an overview of the regulations by which CSAF Commandos are required to conduct themselves.




The CSAF Mission Statement

Paragraph 1 The CSAF Mission is to ensure the safety, protection and provision of those innocent of the conflicts of the Galaxy who are affected negatively by such events, be they on a planetary, systemic, sectoral, or galactic scale.

Paragraph 2 Any individual or organization, be they military, civilian, militia, private contract security, or any similarly related non-major combatant force, may request CSAF aid and, when and where possible, WILL receive such aid.

Paragraph 3 CSAF forces will endeavor to provide and protect the lives and livelihoods of those innocent individuals and organizations affected by external/internal, planetary, systemic, sectoral, or galactic-scale conflict.








CSAF Articles of Regulation
ARTICLE I; On the Recognition of Extra-Organizational Government (non-CSAF) Rights, Regulations, Laws and Policies, both Diplomatic and Military

Paragraph 1 CSAF recognizes no legitimate government authority higher than the organization's own current presiding Lord Commander and acting branch leadership.

Paragraph 2 CSAF maintains sovereignty from any planetary, systemic, sectoral, or galactic authority, regardless of Force alignment, institutional affiliation, or claim.

Paragraph 3 CSAF Officials may decide, at their discretion, to adhere to local government policies so long as CSAF personnel, equipment, or designated protected persons are within the boundaries of that government's claimant laws and policies.

Paragraph 4 CSAF Officials may decide, at their discretion, to ignore or refute local government policies that are determined to interfere with the CSAF mission or directly endanger the lives or livelihoods of its claimant subjects, so long as CSAF personnel, equipment, or designated protected persons are within the boundaries of that government's claimant laws and policies.


ARTICLE II; On the Distribution of CSAF Resources, Equipment, and Personnel

Paragraph 1 CSAF resources will be provided to those given aid, at every expense beyond the required resources for the operation and provision of CSAF needs.

Paragraph 2 Any individual within CSAF may relinquish their own personal provisions, finances, equipment, etc and so forth to the ownership of those in need, at the discretion of that individual, so long as their own provisions, required to carry out the CSAF Mission, are not jeopardized or diminished beyond necessary operational capacity.

Paragraph 3 No individual within CSAF is authorized, regardless of rank or position (to include the Lord Commander himself, or his attending Generals and Admirals), may order any other individual within CSAF to relinquish their personally owned items to a person(s) receiving CSAF aid.

Paragraph 4 No issued equipment or resources may be relinquished (or ordered to be relinquished) if those resources are required for the support of CSAF mission forces.


ARTICLE III; On the Acceptance of Equipment, Resources, Goods, Services and Favors on Behalf of the CSAF Organization or Its Member Personnel

Paragraph 1 Individual CSAF representatives, soldiers, officers, or other personnel may accept resources, goods, services, favors or equipment at the discretion of that individual member so long as such are deemed safe for use and no recompense or actions are required in return that may otherwise hinder or act against the CSAF Mission.


ARTICLE IV; On the Acquisition of Resources, Goods, or Services by CSAF Personnel, and the Legality of Such

Paragraph 1 Any CSAF personnel may attempt, through diplomatic means, to acquire or attain resources, goods, or services deemed necessary to the support of the CSAF mission, so long as such are not required for the protection, provision, or livelihood of those innocents CSAF is sworn to serve and protect. No amount of force, coercion, or deceit in the acquisition of such resources, goods, or services is authorized.

Paragraph 2 CSAF personnel are authorized to acquire, through diplomacy or force, any resources, goods or services from any persons, organization, or government that have been deemed by CSAF Command to be hostile in nature to the CSAF Mission or to any innocent individual under the protection of CSAF forces, so long as those resources, goods, or services are determined as a necessity to the CSAF Mission.

Paragraph 3 CSAF personnel are authorized to seize/acquire, or trade/buy/sell, equipment, resources, or personal affects from captured, detained, or deceased persons deemed as hostile to the CSAF Mission or the innocent individuals under the protection of CSAF forces.

Paragraph 4 CSAF personnel are not authorized to seize/acquire, trade/buy/sell, equipment, resources, or personal affects from any innocent individuals under the protection of CSAF forces. Any violation on behalf of CSAF personnel will be punished with the utmost severity.


ARTICLE V; On Cooperation With Extra-Organizational (non-CSAF) Military Forces, Governments, and Personnel

Paragraph 1 All CSAF personnel and leaders will endeavor to achieve cooperation with extra-organizational (non-CSAF) military forces, governments, and personnel at all times, unless those individuals or organizations are deemed hostile to the CSAF Mission, its forces, or those innocent individuals under CSAF protection.


ARTICLE VI; On CSAF Terms of Enlistment

Paragraph 1 All enlistment-eligible personnel seeking employment with CSAF will be constrained to no contractual obligation of service beyond their initial Commando Training Course, not to exceed 2 years. All weapons, equipment, and other supplies provided by CSAF that do not constitute personal property acquired by the Individual are to be returned to CSAF control before the Individual's determined date of discharge from CSAF.

The CSAF Commando Fighting Force

CSAF is comprised of varied fighting forces prepared to take on any mission, anywhere, at any time. The Commando Fighting Force is comprised of spatial, planetary, and naval forces that work together to the completion of any mission objective. Listed below are the brigade-level units that operate in support of the CSAF Mission.

1st Infantry Brigade Commando Team (IBCT)
The 1st IBCT contains all of CSAF's primary Commando forces, and operates within any mission parameters by support from the 1st Airborne Commando Support Battalion (ACSB), CSAF's LA-AT gunship support unit. These Commandos are only 2,000 strong, though they are among the best soldiers in the Galaxy and are trained in a variety of combat and tactical skills such as demolitions, insurgency/counter-insurgency, aquatic operations, urban warfare, high-altitude low-opening combat jumps, boarding operations, assassination, and espionage. Soft skills (skills related to combat but not necessarily reliant on) include, slicing, language training, hostage negotiation, politics and diplomacy, history, general medicine and surgery.

1st Armored Commando Brigade (ACB)
The 1st Armored Commando Brigade provides the bulk of the organization's firepower, and serves as the backbone for many of CSAF's military operations. Built on a foundation of modernized All-Terrain Tactical-Enforcers and support vehicles, the 1st ACB serves as the fist to quash any and all resistance to the CSAF mission and the security of the Galaxy's innocent populations. The 1st ACB is comprised of Commandos trained in every skill set found within the 1st ICBT, though with a specialty for ground combat and vehicle operations.

1st Airborne Commando Support Battalion (ACSB)
The 1st Airborne Commando Support Battalion is comprised of a fighting force of Low-Altitude Assault Transports, of varying models, and provides the support needed to facilitate any and all CSAF operations. Their primary directive is to operate in support of the 1st ICBT and 1st ACB, though its pilots and accompanying Commandos are capable of taking on any mission the rest of the Fighting Force is tasked with carrying out.

CSAF Black Operations

These soldiers are amongst the best in the Galaxy. Their training far exceeds even the highest standards of CSAF Commandos, and of nearly any force in the known Galaxy. Operating independently of SAFCOM (Security Assistance Force Command) as individuals, as a group, or as part of the rest of the CSAF Fighting Force, CSAF Black Operators are everywhere they need to be, when they need to be there. Black Operators carry out any mission required, with the utmost discreteness and absolute devotion to the CSAF Mission and the needs of the innocent beings of the Galaxy.




A Note on Rank Structure

The CSAF rank structure exists primarily to facilitate the communication of orders and organization of units undertaking CSAF's many operations and endeavors. While structure is important, CSAF does not utilize this rank structure to enforce social authority between its member Commandos. Orders are to be adhered to because they are practical and necessary, not because they are given by a Commando of higher rank.


Any Commando is open (and in a small way, required) to make suggestions or give advice on CSAF, our operations, how we conduct ourselves, and the missions in which we partake and design independently of others.

OOC: We encourage ALL our members to speak up when they need something, have an idea, suggestion or correction to make! We will always seek to accommodate your writing needs and desires with the utmost professionalism and support. Never be afraid to speak up.IC: We encourage ALL of our members to speak up when they have an issue or problem, disagree with an order or a course of action. Our Commandos are trained to never accept ANY authority for the sake of hierarchy, and this attitude is so deeply ingrained that Commandos will speak against any order they feel is wrong, and they're fellow Commandos support them. Ah-OOO!

The following information is to help any and all writers in their dealings with CSAF, both IC and OOC. We are friendly and always welcome new writers to share in our RP experience!


CSAF Usergroup

We welcome any and all writers looking to partake in solid RP of almost any kind, as described in other areas of this Guide. We remain open to any writers who wish to become members, though we ask that OOC introductions be made in correlation with your joining of the usergroup. Only in the most extreme of OOC circumstances will we ever forcibly remove or deny membership to any writer(s), though we do reserve the right to do so when necessary.

Upon entering CSAF Fleet Space


Due to CSAF being a highly mobile fighting and sentientarian aid force, the organisation is rarely stationed in the same location for long. CSAF moves about frequently, but can typically be found nearby main planetary hubs of trade and politics, supply routes, space stations, and the like. CSAF is always in need of fresh supplies as well as fresh writers with which to enjoy new and exciting RP!

Located at the beginning of this Guide Entry is CSAF's current IC location, frequently updated to accurately reflect where we are in any given current RP timeline. A link to any active or most recent faction thread will be included as well. Initial contact with CSAF's Fleet Forces can should be made in one of these threads, thought transitioning to a thread within an actual planet space might be later recommended for continued RP.

Keep in mind! While we are a friendly group of writers, CSAF Forces are not always so, and depending on the current tactical situation or environment, we may, IC of course, approach any newcomers with an amount of suspicion/hostility OR friendliness! So don't be afraid to approach us when you want, for we are ALWAYS looking out for new RP opportunities.

When approaching CSAF's Forces, initiate contact with us both In Character, and Out-Of-Character, so that genial RP can be properly coordinated.

Types of RP Supported by CSAF

We support all forms of RP and endeavor to accommodate as many different writing styles as possible. However, Faction Role Play is our highest priority, and whenever possible, combine threads of different purposes to lighten the burden on our writers and maximize our faction's progress and activity. All RP should contain some sort of personal character development.

Faction Role Play - Faction Role Play consists of stories we write as a team to further the history of CSAF and its Commandos. These focus around sentientarian aid missions as much as combat stories, and can contain just about anything, especially character-development RP.

Development Role Playing - Development Threads are important for the introduction and improvement of factory submissions that can be used to benefit CSAF operations and help the citizenry of the Galaxy. These threads are important and should always be considered when jumping into a Faction thread or planning to launch a new thread.

In Character Training - CSAF avoids training-specific threads that lack real story elements and character development. However, threads that do include these elements are more than welcome, and should be combined with Development threads whenever possible.
CSAF training doctrine is one of the most applicable and adaptive in the Galaxy, and are always looking to expand upon their forces, tactics, and training methods. If you have ideas regarding new training in skills of any kind, we would love to have you on board, for either Long Term or Short Term RP. If you are simply looking to pick up some new skills for your Character, we are open to that as well.

Duels and Fight Scenes - Seemingly the core of any SWRP storyline, and as combat is one of CSAF's primary functions, we are always open to Open or Closed combat writing. Keep in mind! We are a tactical fighting force, and approach every IC situation with care, ensuring we can perform to the best of our combat and writing abilities. We focus on tactical combat writing, as opposed to the "hack-and-slash" approach favored by many other writers. (No offense meant!)

Dogfighting/Starfighter Combat - CSAF boasts only a small starfighter unit, and we need great writers to make the most of its potential. Whether contained within a single operation or as a part of a larger battle, we welcome the opportunity to engage in dogfighting storylines!

Commando Operations - As the core of the CSAF Fighting Force, our Commandos are always ready for a fight! Be they grand scale combat on an open battlefield, or tight-knit operations that take place on faraway worlds in the dead of night, Commando Operations are what we do best. Our writers aim for precision and tactical detail in their combat writing, and we welcome the chance to show the Galaxy what we're capable of!
Whether you are looking for an ally or an enemy, CSAF's Commandos are always looking for a good fight.

Fleet Battles - CSAF supports a small Naval Force, but we are always welcome and prepared for a good fight in the deeps of space. Ship-to-ship battles, orbital fights, boarding operations…these are but a few of the types of RP we are already experienced in and glad to take part of!

Out-Of-Character Discussion - Forbidden on CSAF IC Threads. We do have an OOC thread for RP discussion, introductions, suggestions and ideas. We ask that this thread be used for any OOC talk, and be kept off the IC boards. Thank you!

Voiding RP - Voiding of RP is heavily discouraged, as it distorts character timelines and disrupts the flow of our writing, both individually and mutually as writers. If any RP Voiding is deemed necessary, it must be agreed upon by all parties involved before taking place.



IC Sympathies

The following outlines the typical manner in which CSAF interacts with other characters IC based on the organization's beliefs, ideology, and character types.

One of the most important things to keep in mind when interacting with CSAF Commandos, Officers, or other personnel is the culture that is built into the structure of the organization. CSAF is very much a Mandalorian-based organization; our armor, weapons, even our language, are rooted in Mandalorian culture and heritage. That isn't to say that CSAF does not sport beings of varying backgrounds, the contrary is more true than not. CSAF takes all kinds, and while our organization bases its language in Mando'a, and its cultural attitudes and norms in that of Mandalorian culture, we maintain many beings with myriad backgrounds not rooted in the same. Our member Commandos observe and respect the many different backgrounds found within cultures all over the Galaxy, and express judgement only as a necessity to a given situation.


Being a Mandalorian is not a requirement for joining or operating in alliance with CSAF. Our different strengths make us strong as a whole, and can compensate for our different weaknesses. We are not bounty-hunting, blood-thirsty guns-for-hire. We do not march to war lightly, nor do we jump to conclusions about any given situation. Our Commandos are professionals, ingrained with the spirit of common sense, tactical thinking, and cultural tolerance. We have room for all kinds of beings, and only turn away those we feel act against the interests of the general Galactic population.


We fight for the everyman, and the everyman is YOU.



Typical Outlooks on Extra-Organizational (Non-CSAF) Characters
Primary Sympathies

CSAF supports only the average being of the Galaxy. Be you a merchant, a teacher, a laborer, shopkeeper, etc and so forth, CSAF exists to serve YOU. We sort out people's legal and financial troubles to the best of our abilities, recover stolen assets, kidnapped/missing persons, eliminate drug-smugglers, slavers and tyrants. We fight governments to protect people from oppression, we scour battlefields to assist the wounded in their recovery.

NOTE: We prefer communication through both IC and OOC channels by any writers representing these organizations before initiating most forms of RP. Open RP is of course acceptable at any time our writers' lives and storylines can facilitate it.

- Jedi: While CSAF does not officially recognize the authority of any established government or religious organization over its own, we do tend to look more favorably on the Jedi and other similar Orders that carry out sentientarian relief efforts on behalf of the general Galactic Community. This does not mean we agree with their beliefs or how they choose to act in support of them, though we readily admit the Jedi are not all bad simply because they are Jedi.
However, CSAF will never operate purely in support of the Jedi Order themselves. Any and all cooperative undertakings will be made in support of joint operations aimed at promoting peace and welfare within the greater Galactic Community.

- Non-Jedi Lightsiders: Those who fall into this group are still eligible to receive CSAF assistance, though their lack of a more overt organizational structure makes it harder for us to aid these smaller groups unless they approach CSAF with a call for such assistance.

- Grey Jedi: The most moderate of the Jedi-minded organizations, CSAF is prepared to assist the Grey Jedi in operations aimed towards promoting the peace and welfare of the greater Galactic Community.

- Republic Representatives/Personnel: CSAF looks favorably enough upon the Republic Government and acknowledges their standing as a major political and military power of the Galaxy. While we do not generally accept most of the ways the Republic Government chooses to conduct themselves, and readily seek to undertake the effort of eliminating corruption within that Government, CSAF does look favorably on cooperative operations with the Republic that truly promote peace and welfare within the greater Galactic Community.

Negative Outlooks

CSAF looks rather negatively on the following organizational and character types as a result of our IC personalities and mindsets. These opinions in no way reflect how we feel about said characters' writers, merely the characters themselves in IC circumstances.

- Non-Government Organizations and Dubious Corporate Entities: While allies of necessity to such groups of characters, CSAF actively seeks to stamp out economic oppression and government corruption within the Galaxy, to the benefit of the common beings that comprise the greater Galactic Community. This often leads to conflict between CSAF and such non-government organizations, though we maintain no official standing for or against such entities. The "Organization" would be a good example of this: When needed, the Organization, though dubious at best in its moral standing, can be a benefit to CSAF and the General Population or it can be a detriment to the same. How the Organization's actions as a whole are judged by GALCOM (CSAF Command) determines the position we take on such groups of characters and thus our course of action for or against their operations.


- Pirates/Slavers/Druggists: Regardless of the legalities imposed on slavery, piracy and drug-making/distribution by the recognizable governments of the Galaxy, CSAF takes a strong stance of opposition to such endeavors, depending on the circumstances surrounding them. CSAF may dispose of a pirate gang that deals in the trafficking of sentient beings, but may take no action against a pirate gang that only deals in small-time recreational drug distribution. The decision to take action is at the discretion of GALCOM, or the expressed beliefs of CSAF's collective Commando population.

- Mandalorians: Exemplifying a great affinity with Mandalorian culture, CSAF looks favorably on the Mandalorian Empire's Government of the current time.

- Sith: CSAF does not typically associate or cooperate with Sith organizations or individuals. CSAF actively seeks to eliminate Sith personnel known to have committed reprehensible acts of all kinds when tactically capable of doing so. Exceptions are made of course, depending on the actual personal views and corresponding actions of particular Sith individuals, however these exceptions should not be expected.
