Preamble


In the name of the People of the Luminara Exiles, under the symbols of the Eye, the Circle, the Flame, and the Star, we proclaim this Constitution.
It shall unite our people, preserve our freedom, protect our balance, and secure our future.
We declare that we are no Empire, no Monarchy, and no Order but a free people in exile, governing ourselves through law, balance, and community.




Article I – The People


  1. The People of the Exiles are the bearers of all political rights and duties.
  2. Every citizen enjoys fundamental rights: freedom of speech, freedom of belief, protection of life.
  3. Every citizen has duties: military service, contribution to the community, respect for the Symbols.
  4. Citizens may form groups, parties, and movements.
  5. Citizens may petition Parliament and the First Star Lord.



Article II – The First Star Lord


  1. The First Star Lord is the head of the people and guardian of Balance.
  2. The office is held for life, and the title may be passed on to a successor.
  3. The First Star Lord holds final authority in all matters: legislation, executive, judiciary, and military.
  4. He may issue decrees, veto or confirm laws and judgments, appoint or dismiss the Chancellor.
  5. The First Star Lord is supreme commander of the military; planning and daily command rest with the Executive.
  6. He safeguards the Constitution and its Symbols.



Article III – The Chancellor of the Stars


  1. The Chancellor of the Stars is President of the Executive and head of government.
  2. He is appointed by the First Star Lord from among nominated candidates.
  3. He remains in office until dismissal by a vote of no confidence or by the First Star Lord.
  4. He leads the Executive, not Parliament.
  5. In times of crisis, emergency powers may be granted by Parliament, but never above the First Star Lord.



Article IV – Parliament (Sanctum Council)


  1. Parliament consists of 20 seats.
  2. Members apply to the First Star Lord and are appointed by him.
  3. Four Symbol Seats (Eye, Circle, Flame, Star) are permanent members with full vote.
  4. Members remain in office until dismissal.
  5. Parliament has the right to draft and pass laws.
  6. Sessions are public; the people may attend and listen.



Article V – The Executive Council


  1. The Executive Council consists of 5 portfolios: Defense, Technology, Diplomacy, Economy, Health & Spirituality.
  2. Portfolio leaders are appointed by the Chancellor.
  3. Members of the Council may not simultaneously hold a seat in Parliament.
  4. Sessions are internal, every fourth session is public.
  5. Budgets and resources of the Executive require approval by Parliament or the First Star Lord.



Article VI – Military and Defense


  1. Every citizen serves in military duty.
  2. The Wardens are the official arm of the Executive responsible for security.
  3. The military is purely defensive in nature.
  4. Military and civil order remain strictly separate.
  5. The First Star Lord may immediately mobilize all forces in emergencies.



Article VII – Law and Order


  1. An independent judiciary is established.
  2. Wardens shall not exercise internal policing.
  3. Principles: presumption of innocence, right to defense.
  4. The First Star Lord may overturn or confirm judgments.
  5. Legislation rests exclusively with Parliament.



Article VIII – Symbols and Constitutional Protection


  1. The four Symbols (Eye, Circle, Flame, Star) are the core values of the people.
  2. They must be present in all official buildings and assemblies.
  3. The First Star Lord is the sole guardian of the Constitution.



Article IX – Amendments to the Constitution


  1. Amendments may only occur through:
    • Two-thirds majority in Parliament, and
    • Approval of the First Star Lord.
