I have been asked to act as an intermediary, for some one to help set up a tier two company, can I have some advice, such as how much it would cost to do, and the likes.

Well in theory if they have enough money, you just go to the company section of the factory, fill out the submission form and tada you have a company just make sure read all the requirements and meet them.
