Butcher knew he would need to tackle some Jedi or Sith eventually, so he took steps to use Black Sun's resources (contacts, smugglers, etc) and procure a shard of void stone for his own purposes. He had it made into a necklace via an unnamed underworld contractor, using some highly durable metal to protect it, and now wears the thing to give those pesky Force Users a little surprise. But, given how small the shard is, the area of effect isn't as big a radius as it might have been (roughly a 40m circumference, as opposed to 200m for a full stone), though it still serves the immediate purpose for the enforcer - to seek to level the playing field against Force Users.
