Question Best Template For Submission

Howdy Codex team, I have a question about how to best use a template for my custom clan compound. It is a clan compound that is built into a mountain on the planet of Gargon, which was known for it's numerous mountain ranges. My idea was that my custom clan was paranoid after the fall of the Mandalorian Union, so as a result they built a reinforced underground mountain complex so that the next generation would have safety from orbital bombardment. Would I use the Military base template or the City template for this purpose? Since the location has a dual purpose role of being a fortress during war, but more of a mountain community for my clan. Thanks for any guidance you guys can give me on this!

That would cover the mountain settlement? Or just the clan?

My bad, just the clan. if you want to codify the settlement for roleplaying in, there's a separate section of the codex called location creation that has it's own templates
