Below Zero is not governed in the sense that other cities are governed. The gangs rule Below Zero, and the Red Ravens rule the gangs.

It is unknown what the population size of Below Zero, but it is assumed to be nine-hundred million by intelligent estimation.

Description:
Below Zero is a sprawling metropolis of poverty. It stretches as far as the eye can see, and beyond. The maze of roads for those who walk is nigh un-navigational. Smog fills the air like a choking miasma. The light of the world above never reaches Below Zero. Some citizens of this city live and die their entire lives without seeing the rays of the sun. Each building has been built packed side-by-side to provide maximum storage usage, for a cavern. Squat houses, tin shanteys and sprawling nightclubs sit next to each other as though it was destined to be that way.
Neon lights are always alight. Street lamps help those see where they're going. Buzzing speedsters of the rich slash above their heads, whilst the countless millions still in poverty walk. Tremendous portions of the mining machinery was left behind and have been left to rot or utilised by the locals, either by pulling it apart to add to their homes or by living under the cover of great drills. Waste and litter are scattered across the streets like a pond. Fires burn in broken astromech cores and the shady stand at every corner. Verpine walk in packs, and the Trandoshan and Barabel and always known to cause trouble. It is a hell in of itself.
History:
When the first ships arrived on Eos Minor, now renamed Antecedent, there were those among them that came from extreme poverty. More often then not these were species that were leaning towards Near-Human or entirely otherwise. Few humans on the ships were in the lower class. Drilling occurred, deep into the crust of the planet for valuable resources for which that would fund the creation of magnificent and immense cities that spanned thousands of kilometres. The drilling and mining stopped, leaving massive swathes of cavernous space. Those in poverty were used as miners, and paid little.
Without a job to keep them sustained, and the mining industry facing the end of a boom, they chose to live in the caverns. The cities above were few and far in-between, and out of the price range they could afford. The assortment of alien species dug burrows for themselves, and what materials they could gather they used to make shanteys. As decades turned to centuries, and centuries to millennium, the cavern bustled with buildings. Squashed together and rising high into the air. The only shanteys torn down in replacement of more 'decent' buildings, but in comparison to the grandeur of Ground Zero and Central, it was just dust and bones.
Gangs thrived and flourished in this environment, and when the Red Ravens came to Antecedent, the gangs were quick to join or find the nozzle of a disruptor rifle against their skull. There are still rogue gangs and mafia's that roam Below Zero, turf wars flaring with increasingly difficult negotiations from the Ravens upstairs.
