I see many user have made images for their character. By that i mean they have the name and some kind of image as a background
ex.

how do i make these?

I also need to know how to add the extra titles under the 'character' one.

Rank titles (the little images below the Character or Writer bar) can be requested here once you meet the required 50 post count.
As for the banners, I assume you're talking about the kinds of things you see in people's signatures? If so, those are either made by the writer themselves or other people on the site who do graphic art/design. Most people go here to make a request or to find an artist to work with.
