EXILED REGENCY OF ANAXES
Subject: Awakening of the Wolf

This is the first document transmitted to the Azure Jewel through the secret channels created in the last days of the Anaxes Civil War. Of course, this method of communication has been tested before, and we expect no breach of the confidentiality of this message. If all goes as planned, you will be the only one to read this, and it will self-destruct once you close it. You are not allowed to take notes nor to photograph any excerpts of the following document, and you have to be the only one to read this.

Greetings, agent of Operation Werwolf,

You have ascended to the position we desired for a long time now, and though we never met face to face, you should recognise me by my callsign. For long now, we have been exiled from our home, working from outside to re-establish our hold onto Anaxes. However, we only served as a public face of the Imperial resistance, in order to draw as much attention from the ones left on the Jewel. Now that Prime Minister Carolina Tevinter is not in charge of the system anymore, and with prominent figures of Alliance loyalism out of the picture, now is the time to rise and establish a new government on Anaxes, favourable to the Empire.

You might have noticed the situation of the Alliance is getting direr and direr as the days pass and the Senate tears itself apart over the Corporatist government. In that regard, your decision to side with the Corporatists was a perfect one as it has managed to keep balance in the Senate until now. But with the Alliance failing to defend its holdings in the Core as we speak, I can safely say the Corporatist Bloc has outlived its usefulness. In a matter of weeks, the Empire will reveal to the galaxy something that will make the Alliance wish for a more sympathetic government towards the Empire. Once it has been revealed, we can expect the Supreme Chancellor to resign from office or be thrown out, be there are a few edges we can get beforehand to push our pawns in the right position.

The political landscape of the Senate will be moulded into the correct shape once you have taken contact with the Senator of Bilbringi to establish a mutual partnership and an alliance in the Senate. He has been revealed to work for ex-Grand Moff Vel'alari, who has recently pledged her Imperial Remnant to the Empire. There are Imperialists and pro-Imperial Senators you have to ally with, and some you must stay away from.
Senator Madelyn Lowe is suspected to have worked for the Sith Empire in the past and stands as a figure of moderation in the Senate, two characteristics that could play to our advantage if she is pushed forward to become the next Chancellor. She could tarnish Tithe's reputation if she exposes his past deeds, and she could be a rallying point for the Populists and, to some extent, for the Federalists in order to consolidate a governing coalition.
Senator Arage Bao is also a potential ally as she has already expressed militaristic tendencies and defiance towards the growing influence of the Corporatists, and she could potentially be the next Julius Loghain if her rash nature takes over her cold, calculating manners. There is not much we can use as leverage, but Humbarine is a proud and defiant world that would benefit from an Imperialist government in power, and we suspect she could be a very strong ally for future votes in the Senate. Stay on her good side.
There are no real enemies you have to look out for in the Senate as your ambivalent position has irritated both the Corporatists and Imperialists. I suggest you keep an eye on Senator Auteme, as she would be the most likely candidate running for office alongside you. Her incorruptible nature would make her a tough nut to crack if she managed to rise to prominence, and rally the Concordists, the Federalists and the Corporatists. Another unknown player at the time being is Senator Shran of Byss, who is said to have worked for the Sith before. Again, we don't know much about him and we advise extreme caution when dealing with him.

In a matter of weeks, an event will trigger that will re-shape the Senate like never before. You hold a very important role in this new landscape so you need not fear death when you will face it. Follow our instructions and your intuition to lead the Imperialists to victory in the Senate, even if you must accept a Chancellor from another Bloc, temporarily. Further instructions on how to use your newfound power will follow soon.

Regarding the internal policies of the Azure Jewel, it would be wise to mobilise the men between 21 and 45 years old until the crisis with the Maw is resolved or the Empire has gained power on Anaxes. Relying on the militias and leagues will help you garner sympathy from the citizens of Anaxes, and the houses' private security forces will be a great boost to the Garde d'Azure, who would be almost entirely bought to our cause by now. If that is the case, you must next make sure the Alliance slowly loses ground over Anaxes, by nationalising the shipyards evacuated from Xa Fel, replacing the pro-Alliance personnel with pro-Imperial men, chosen from the ranks of Operation Werwolf. In the next few months, total loyalty from the various military and paramilitary officers is to be expected.

I will not teach you how to prepare a world for autonomy. You have already been formed to do it, and if your secret markets and trade lanes with Kuat, Bilbringi and Carida have been established, you can move without fear of external intervention. While the Chancellor looks away and tries to save his position, now one will afford to look at Anaxes until the northern front has completely broken.
In your next public address, you will have to let us know if weapon smuggling to Anaxes has to be stepped up or if what you have is sufficient. Although we do not have official backing from the Emperor, we could certainly obtain help from the COMPNOR or ISB to get the rebellion going smoothlier.
