We all had one, but they were taken down and the return time is unknown currently. It was essentially a place to put any fleets, military units, and import/exports. Basically stuff I have in the "Elysium Tech, Force composition" discussion page

Ok. Speaking of which, I am reluctant to spend one of your few ships that I’ve seen on your thread for little more than my character’s and Keatoch’s introductions. I’m thinking that if Burtch wins, we should write it as he drove your ship out, or another solution is maybe you could have a mercenary frigate in the area? I’m not sure if that kind of resource management applies to this sort of thing...
