Yes we actually have a spot for that, he can be a citizen of the Empire and be a mercenary who works for us occasionally, you can just join the faction and post in the signup thread you want a mercenary spot! You can then make your home on any of the Empire's worlds and join in missions when you feel like it. Make sure to join our Discord too!
