I have an idea. One of my favorite Clone Wars Episodes was the one where they embedded on Onderon (and incidentally introduced a young Saw Guererra). Teaching the locals (who wanted to), how to fight. More threads like this?
Also during the invasion, Mykel Dawson brought up a fleet of civilian ships. It was interesting to write and this could be something to eventually explore and expand on. Offering training(to.a degree) and offering upgrades to their ships to help.
