To the FIVE VEILS OVERSIGHT COMMITTEE,

On 020525 the TARSAI VIGIL were contacted by a member of the ORDER OF SHIRAYA regarding a missing vessel hailing from the planet CEREA called 'THE LARKSPUR CRESCENT'. ALA QUIN, the SHIRAYA-JEDI, arranged a meeting with one of our representatives to launch inquiries into the whereabouts of this alleged missing vessel. QUIN citied that the ship and it's crew were intercepted by TARSAI ships patrolling 'THE FIVE VEILS ROUTE' and were involved in an illegal detainment of the ship and it's occupants. Furthermore it was alleged that during her investigation into the whereabouts of the ship and crew that QUIN was contacted by a whistle-blower from TARSAI VIGIL who allegedly provided data and testimony in regards to the companies involvement in this incident.

During our meeting with QUIN our representative requested a copy pertaining to the data allegedly leaked from the TARSAI DIRECTORY which was subsequently passed over to assist in our inquiries into this matter. From there we launched an internal investigation and review into the whereabouts of our alleged missing employee; the existence of the craft known as 'THE LARKSPUR CRESCENT'; the whereabouts of THE JUNO FAMILY; and an analysis of the data provided by ALA QUIN which was allegedly discovered during her unofficial investigation into this incident.

On STARDATE: 100525 members of the ROYAL ASSEMBLY convened on NABOO to debate the 'LARKSPUR CRESCENT INCIDENT' and the alleged involvement of THE TARSAI VIGIL after ALA QUIN made accusations against TARSAI regarding it's involvement in a alleged cover-up. It was alleged by QUIN that TARSAI VIGIL illegally detained THE JUNO FAMILY after TARSAI PATROLS intercepted the vessel while it was allegedly using 'THE FIVE VEILS ROUTE' several weeks ago. An official request was later made by QUIN, on behalf of THE ORDER OF SHIRAYA, to begin an official investigation into THE TARSAI VIGIL and it's alleged involvement in several crimes committed in NABOO-REPUBLIC SPACE.

We write to you today to share details of our internal review of the TARSAI DIRECTORY; the inquiries we made with several sources regarding about the 'LARKSPUR CRESCENT'; the whereabouts of THE JUNO FAMILY and who they are; and our overall investigation into 'THE LARKSPUR CRESCENT INCIDENT'. Following your review and the subsequent acceptance regarding our application to begin legitimate security operations along 'THE FIVE VEILS ROUTE' on the behalf of our parent company 'CORTESSAN FINANCE GROUP' we officially REJECT the accusations made against our company by THE ORDER OF SHIRAYA and it's representative ALA QUIN while committing to our full compliance with the 'FIVE VEILS COMMITTEE' in regards to our activities and commercial interests in THE ROYAL NABOO REPUBLIC.

THE TARSAI VIGIL claims the right to protect the identity of our sources who assisted us in the creation of this document detailing the discoveries made during our investigation into 'THE LARKSPUR CRESCENT INCIDENT'. Vehemently we reserve the legal rights awarded to us by 'THE FIVE VEILS COMMITTEE' regarding our security operations along 'THE FIVE VEILS ROUTE'. This dossier and it's contents have been shared with members of the committee in full transparency in accordance to the law and legislation. An official investigation into our security apparatus, commercial interests and involvement in the revitalization of 'THE FIVE VEILS ROUTE' is therefore unnecessary given the production of this report.

The following facts have been substantiated by legal experts.

FACT #1 - THE LARKSPUR CRESCENT.

The alleged missing craft dubbed 'LARKSPUR CRESCENT' is a BEVELLE-CLASS LIGHT FREIGHTER designed and manufactured by AURORA INDUSTRIES. It was stolen by HAL JUNO-- a HUMAN MALE refugee from the SITH occupied planet of CEREA who immigrated to INDUPAR in 902 ABY. A thorough analysis of the TARSAI DIRECTORY indicates no contact was made between TARSAI patrol craft and the alleged missing ship. The data provided by ALA QUIN regarding the alleged interception of 'LARKSPUR CRESCENT' and detainment of it's occupants had been damaged and therefore made inaccessible. Fifty-three sites operated by TARSAI VIGIL along 'THE FIVE VEILS ROUTE' (which includes detainment centres, listening outposts and data storage facilities) were contacted and produced no sightings or knowledge regarding the whereabouts of 'LARKSPUR CRESCENT', HAL JUNO or the JUNO FAMILY.

'LARKSPUR CRESCENT' was reported to CEREAN authorities as STOLEN. Our analysis suggests that HAL JUNO took this ship as he fled SITH space earlier this year (902 ABY) before he made contact with INDUPAR as a refugee fleeing persecution and that it was used to evacuate himself and his family before they were caught by the authorities after several publications were made regarding the SITH OCCUPATION of their homeland that was subsequently annexed from the GALACTIC ALLIANCE.

FACT #2 - THE JUNO FAMILY.

The owner of 'LARKSPUR CRESCENT' is a HUMAN MALE refugee from the planet CEREA called HAL JUNO. He is the husband of RAELIN JUNO-- both of whom are outspoken critics of the SITH OCCUPATION of the CEREAN SYSTEM. They are the parents to one unknown HUMAN FEMALE. During our investigation into their whereabouts it was discovered that they are living in exile in NABOO-REPUBLIC space after fleeing their homeland following a series of critical publications that were made against the SITH state, the creation of THE BLACKWALL earlier this year and the subsequent annexation which saw the end of CEREA membership in the GALACTIC ALLIANCE.

In 902 ABY the planet CEREA drifted from GALACTIC ALLIANCE space into SITH territory following the advent of the PLANESHIFT. This is one example of many such systems that were rediscovered in new locations in relation to their previous astronomical location in the galaxy before the year of 902 to the present day. Before it's new location a summit was held by THE COUNCIL OF ELDERS and representatives from the FEDERAL ASSEMBLY [GA] after the launch of a project dubbed 'SANCTUARY FLIGHT' with the goal to reconnect lost star systems of THE OLD REPUBLIC to the GALACTIC ALLIANCE along the hyperlane known as 'THE SANCTUARY PIPELINE'. Therefore CEREA is a former member of the ALLIANCE and is currently an annexed state taken by the SITH EMPIRE of whom they are at war with.

Our sources have substantiated that HAL JUNO and his wife RAELIN JUNO are the living relatives to a deceased member of THE COUNCIL OF ELDERS who was executed by SITH FORCES after CEREA was taken from the GALACTIC ALLIANCE following the events of the PLANESHIFT. During our inquiries we were unable to discover the current whereabouts of the JUNO FAMILY who are currently entered as MISSING by INDUPAR authorities as of STARDATE: 160425.

FACT #3 - THE WHISTLE-BLOWER.

On STARDATE: 020525, ALA QUIN-- a JEDI MASTER of THE ORDER OF SHIRAYA-- contacted THE TARSAI VIGIL and arranged a meeting with one of our representatives as a part of their unofficial investigation into 'THE LARKSPUR CRESCENT INCIDENT'. It was alleged by QUIN that she was contacted by a whistle-blower from TARSAI regarding the companies involvement in the disappearance of 'THE LARKSPUR CRESCENT' and THE JUNO FAMILY.

THE TARSAI VIGIL possesses the TARSAI DIRECTORY where every member of our personnel is recorded and subsequently stored. All our employees are trained vigorously to record all events that they are involved in pertaining to the companies involvement such as alleged interception of 'LARKSPUR CRESCENT' and the detainment of THE JUNO FAMILY. We also record all paid tariffs, tolls and other matters relating to the commercial interests of our parent company 'CORTESSAN FINANCE GROUP' along the 'FIVE VEILS ROUTE'. In the past quarter we recorded a 98% success rate in relation to any errors such as a failure to record the interception of suspect craft, or the alleged detainment of individuals such as THE JUNO FAMILY.

A thorough analysis of our technology, where we shifted through all past and present recorded documents, produced no discovery of any missing employees or personnel on our current active roster. All 4387 current personnel recorded in THE DIRECTORY were accounted for in their respective designated areas of operation within TARSAI. Therefore we dismiss the claims made against us by ALA QUIN and our alleged involvement in the disappearance of one of our employees.

In conclusion, given the results of our investigation, that the person or persons involved in the disappearance of 'LARKSPUR CRESENT' and THE JUNO FAMILY were unaffiliated to TARSAI VIGIL or our parent company 'CORTESSAN FINANCE GROUP'. Furthermore we hereby denounce the accusations made against us by ALA QUIN. As of todays date TARSAI VIGIL has placed a toll of 2277 GSU on all members of THE ORDER OF SHIRAYA pertaining to any commercial or civilian use of 'THE FIVE VEILS ROUTE'.

We demand a retraction regarding the accusations made against us by ALA QUIN immediately; a written apology sent to our headquarters on ENARC; and reparations designated by the 'FIVE VEILS COMMITTEE' to our company due to the damage sustained to our reputation and good standing by the false allegations that were made against us on 020525 and 100525.
