The Articles of Confederation


To all whom these Articles are read to, and all who fall beneath their rule and just will, we, the Rulers and Representatives of these Worlds who have affixed their names to this Confederacy stand to uphold the Articles within. These Articles, signed in the nine hundredth and second year After the Battle of Yavin, with purpose to ensure the defense and protected lives of the people within the Outer Rim is paramount and unquestionable. The outer worlds have long suffered Hutts, Bryn'adul, and Imperial hands, using them as slaves and fodder to fight a war that has been going on for more than five thousand years. It is the belief and the universal truth that these worlds integrity and their autonomy must be preserved, and that the future of these worlds must be upheld and driven by the hands of their own peoples. It is with this purpose the Worlds of Kesh, Daiyu, Eadu, Nadiem, Lowick, Honoghr, and Formos are brought into Union to form this Confederacy with representatives to uphold the will of these worlds and the safety of their people.

Article 1. The Title of this Confederation shall hereafter be "The Confederacy of the Scar Worlds"

Article 2. Each world shall retain its sovereignty, freedom and independence, subject only to the powers and laws that are expressly given to the Confederacy. Every Power, Jurisdiction and Right not given to the Confederacy remain the Right of the Worlds who have sought membership within the Confederacy.

Article 3. Each world, having been admitted into this Union, shall ensure the Unified and Joint defense of the whole, providing for the defense of their fellow Worlds and ensuring the protection of all members through a well trained, supplied and disciplined Military. It is the purpose of this Union to ensure the friendship and common defense of the Worlds, to thrust out those who would seek harm and ill intent on the peoples of the Scar Worlds, and to bring prosperity and good order to those peoples who have been stripped of these universal Rights.

Article 4. With intent to ensure good order, common justice and strike corruption from the Scar Worlds, The Confederacy shall establish a Judiciary which will ensure adherence to the Articles within as well as common law and order between Worlds. This Judiciary shall further ensure the rightful and just will of the Confederacy is upheld in its Legislative and Military Branches, dutifully sentencing those who seek to bring harm to the peoples of the Scar Worlds or overstep the powers granted to them by this Union. This Judiciary shall be composed of members from the founding worlds, chosen by committee to ensure adherence to the principles within this text.

Article 5. No World, without consent of this Confederacy, shall send any embassy to, accept any embassy from, or make any agreement with any foreign power, nor shall they take any action in which they profit from such actions over the fellow peoples of their World or this Confederacy.

Article 6. This Confederacy shall maintain the Galactic Standard Currency as legal tender, exchanged for an internal credit system to ensure a unified and protected currency. Taxation and Tariffs shall only be collected through Confederate Credits, and shall be directly accounted for by the financial oversight department.

Article 7. The following powers are granted to the Grand Assembly of the Confederacy, the legislative body of the Confederacy and through which any modification of these powers must receive the support of sixty percent of member Worlds. Powers granted to the Grand Assembly after the signing of this document may be overturned by the decision of the Judiciary, should the powers granted seek to undermine the rights of the Worlds and their peoples.

Article 7a. No World shall trade in the trafficking of their peoples with the Hutts, Zygerrians, Trandoshans, or others that seek to deprive their people of their lives or freedoms.
Article 7b. No World shall seek to undermine the good order, discipline and safety of another, ensuring only for the defense and protection of all worlds equally.
Article 7c. Worlds seeking to join this union must receive the approval of two thirds of the Grand Assembly, and no World shall be forcibly integrated and its people subjected to unjust or unwanted rule.
Article 7d. This Confederacy shall only seek to liberate and uplift worlds should there be just and rightful cause for such actions.
Article 7e. This Confederacy shall not impose upon any World within this Union greater rule over the local practices, cultures, religions or customs of the peoples of the World. It maintains only the power to operate and ensure good order, common defense, prosperity and communication between the Worlds within this Union.
Article 8. In times of War, the Grand Assembly will ensure that proper funds and materials are provided in order to execute such a war. The Confederacy shall establish a committee to prosecute this war, and reserves the right to remove or assign officers within the Grand Army and the Naval Forces of the Confederacy to this committee. In times of Peace, member worlds will maintain their own Naval Forces, while the Grand Army of the Confederacy will be stood down, maintaining a ready stance within bases located on the Worlds of the Confederacy.

Article 9. The Grand Assembly of the Confederacy will be made up of Representatives, either elected or assigned by the governments of the Worlds. Each World shall have one Representative to speak for their World, as well as subordinate worlds who swear allegiance to another. These Representatives may maintain additional advisors, specialists or oversight from their Worlds to ensure that they operate with the will of their peoples and leaders.

Article 10. The Position of Speaker for the Grand Assembly shall be maintained by an individual whom the Grand Assembly has voted to appoint. This Speaker can be any member of the Assembly, the Grand Army, the Naval Forces or from the local governments of the member Worlds. They are granted the powers to organize, oversee and dismiss sessions within the Grand Assembly, and remain the final signatory on any acts or decisions passed by the Grand Assembly. They hold no powers over the decisions of the Grand Assembly, with no power to veto the decisions of the Grand Assembly and are simply to provide witness and uphold good order within the Assembly.
