What was a Jedi doing in a cantina? Well, the same question could be asked from anybody. Why did people use these places if they had a lot of other things to do? Why did they choose this place to hang out? Jedi were no different from other -- they wanted to enjoy their free time, too. It was valuable to them, considering how much of work they had to do.
Especially tiring was the life of a Padawan.
And that's why the boy, Oscar, was drinking (not alcohol) in a cantina on Ossus. He couldn't leave the planet, nor could he actually leave the Temple for too long, but he had decided that he has to take a break. New to that way of living, he couldn't just spend every day indoors, studying, learning Force powers... He wanted to have adventures.
And spend some time. Spend some time making friends who weren't from the Order.
Or if not, make enemies. Which was a lot more likely to happen, considering what a person Oscar was.
