As the tittle suggests ik arms are not allowed in order to keep things more star wars like, but what classifies as arms? Like for example would something to this degree be considered arms?

As far as a walker goes, yeah I'd class those as arms. They're articulated while most of the walkers we see in Star Wars tend to have turrets which while they rotate and have some movement to target tenements are not articulated movable arms.
I love battletech, but they tend to be best used as droids or power armour.
