UNDERGROUND SHADOWNET
The Underground is decentralized and always evolving. There is no Commander-in-Chief or Supreme Authority. Those with vision come and go, but their legends live on forever. No one knows who built the first ShadowNet, ghost sites with encrypted data relays to keep us connected across lonesome void.
Now the Territories are covered by them. ORION facilities with Agents of Ossus to guard them, automated outposts protected by state of the art defense perimeters, Underground safehouses where long range comm arrays have been jury rigged out of salvaged parts.
If you're out there, and you need help, we can hear you. We're on our way.

JUDGES OF THE OUTER RIM
Though not always sanctioned, Judges are sworn to protect and serve. Some choose to watch over a single world like Marshal Fyre of Won Shasot or Sheriff Amroth of Terminus, while others roam the hyperlanes as Judge Errants.
There is no cause more sacred to these rogue knights than safeguarding the Underground. While its impossible for their presence to be felt everywhere, a single Judge is often enough to handle even the direst threats.

ALLIANCE REMNANT
From their hidden base on D'Qar, the Alliance-in-Exile waged a campaign of defiant resistance against those who orchestrated its downfall. Reconsecrated as a 'New Alliance', Remnant forces now based out of Elrood continue to pledge personnel and support to their Underground allies.
Alliance Intelligence is a far cry from the well funded and expertly trained SIS, but still operational. While the New Jedi Order is no more, a Jedi Covenant vows to protect Alliance space from the shadows. Even some of the military survives, Rogue Squadron aces and Twilight Company commandos continue to fight a war they have long since lost.

TERMINUS RESISTANCE
Terminus has always been a bustling hub of Outer Rim commerce, but when the First Order tried to conquer the system it became something more. Against all odds an uprising of resistance from spacers to swoop gangs rose up against the feared stormtrooper legions and pushed back.
Thanks to the timely intervention of Coalition relief forces, the Imperial pacification fleet was ousted and Terminus remains an Underground stronghold to this day. It is the stomping grounds of the infamous Perl Gang, headquarters of Starjump Enterprises, even the undercities are filled with rebel sympathizers.

OUTBACK WASTELAND
In the remote Kathol region, where both technology and decency are in woefully short supply, our spirit of resistance lives on. The Outback was our birthplace, where the first victories were won in our never ending war against tyranny.
Some look at the Kathol Sector and see only anarchy, but there is a savage community there that have managed to make a kind of life for themselves out on the edge of nowhere and are willing to fight to protect it.

MANDALORIAN EXILES
Since the Red Coronation there has been no end of strife between the Mandalorian clans, entire houses refusing to bend the knee to their new Mand'alor. While some plot to take back their home, others are content to make new lives for themselves in the Territories as freeblades.
Many seek refuge among Echoylir, the Mandalorian Migrant Fleet which roams throughout the Outer Rim and beyond. No questions are asked here about clan honor, a warrior's reputation is his own to make. These are a people who long for simpler times, and ply their trade for the Coalition as bounty hunters or privateers.

SMUGGLER'S ALLIANCE
For as long as there have been Empires, there have been scoundrels aiming to misbehave. An early ally of the GA, though the Smuggler's Alliance has come in many forms its core identity has never changed. Get rich, stick it to the man, stay true to the code.
Based out of every shadowport in both the Territories and Corellian space, while not exclusively loyal to our cause they'll show if the money is right. An experienced smuggler with the right connections is worth a dozen trained operatives.

AGENTS OF OSSUS
The Jensaarai Enclave on Susefvi is a secret stronghold of legendary Force warriors. Historically isolationist, Underground agent Veino Garn has taken up the mantle of Saarai-kaar and implemented a radical new agenda. Now these crimson knights serve as Agents of Ossus, the Underground's fiercest defenders.
A single cadre of Jensaarai is often enough to guard remote installations from most conventional threats. Well adjusted to lonely duty, the Agents watch over ORION infrastructure in some of the most inhospitable parts of the Territories.

ORION NETWORK
The Outer Rim Intelligence Operations Network or ORION is the Underground's tech backbone. They're our slicers and quartermasters, sys admins and mechu-deru experts. ORION agents are almost impossible to detect, capable of erasing themselves from any record.
Some work alone posing as humble specialists or engineers, but others gather near ghost sites along with their Jensaarai protectors. They're the glitch in the system, the ghost in the machine, and the voices in our ears.

KATHOL REPUBLIC
Months from the Kathol Sector proper through hyperspace, in the furthest reaches of the Outback, a young star cluster was colonized by Republic exiles and terraforming began over eight centuries ago. Now most settled worlds in the Kathol Republic are finally beginning to flourish, it is a beacon of new civilization surrounded by lawless void.
Most contact with the Underground is through officers of the Kathol Navy and Marine Corps. A secretive Lodge of pro-Coalition commanders arrange it so their modest starfleet is always ready to answer the call.

FREELANCERS
The Underground needs your kind of scum.
Sometimes there just aren't enough loyal agents on hand, sometimes a job requires certain expertise which the Coalition lacks. There are places in the Outer Rim where a merc can go to find knife work. As long as they're as tough as they say they are and don't ask too many questions there's good credits to be made.
