I am open to CONSTRUCTIVE criticism and I know the picture doesn't precisely match the description but it was the closest I found.
NAME: Tiberius Rex
FACTION: The Mandalorians and The Hazard Beauty

HEIGHT: 6ft 2in
WEIGHT: 185 lbs
EYES: Blue
HAIR: Short, light brown
SKIN: Caucasian
DISTINGUISHING MARKS: light scar across face from above right eyebrow to under left eye.
FORCE SENSITIVE: No
STRENGTH: Not able to rip out peoples arms on a whim but is normally left alone when at a cantina.
DEXTERITY: Can pull a blaster out so fast you will have no doubt that he was the first to shoot, but not the best sprinter.
CONSTITUTION: Hardly ever sick, the biggest risk to his health is his job.
INTELLIGENCE: Average intelligence, able to tell when someone is giving him a bunch of Bantha fodder.
WISDOM: Sometimes rash but for the most part has a very level head for his age.
CHARISMA: Well he won’t win any popularity contest but for the crowd he spends time with are you surprised? He is the type that he won’t say what he is thinking unless asked which normally is not received well by at least one person in the room. He prefers to remain quiet and observe though.
SKILLS: Deadly aim and speed with a blaster and pretty good in a fight, he has the skills necessary to be good at his job.
STRENGTHS AND WEAKNESSES: Strengths: Very good in combat and tracking down his bounties. Weaknesses: Subtlety and tact are not his strong points…needless to say he is not very good at negotiations, unless you want a firefight. Since he is very quiet most people mistake him for being shy or lacking confidence but that is not the case.
GEAR: Custom Mandalorian armor very similar to that of Boba Fett, but his being predominantly black with subdued red. He always has his twin blasters on him, and when on the hunt his jetpack. He has a wide variety of weapons that he uses depending on the job including a lot of hidden weapons on his gear that he will use in a pinch.
SHIP: None, saving up for one, he gets around to other planets by transports his employers provide or stowing away on cargo ships.
PERSONALITY: Very businesslike in his approach to dealing with people regardless of their relationship with him, he is not the most popular person at a party. He tends to be very quiet not one to make a scene or attract attention to himself. When talking to employers he is very respectful but doesn't say much besides “who?” and “how much are you paying?” He is very guarded and doesn't do well in idle conversations, but if really intrigued you may get lucky and catch him one night at a cantina where he seems to be the friendliest towards people.
BIOGRAPHY: Born on Kamino to a higher ranking Sith Army officer that laid down his weapon many years ago and went into hiding and to a mother that Tiberius has never meant and his father wouldn't talk about. Tiberius grew up being taught in the Mandalorian ways from his dad and heard stories from the Kaminoians about the (in)famous bounty hunter Jango and Boba Fett. His father taught him how to fight and fire a blaster, so it’s no surprise that as Tiberius grew older he wanted to be a bounty hunter just like his hero. When the Sith Empire discovered his father’s location and sent agents to kill him off, Tiberius’s father sent him away on the next shuttle out of the planet. Fleeing in a shuttle to God knows where and unsure of his father’s fate Tiberius vowed to become a (in)famous bounty hunter and eventually to return to Kamino to discover his father’s fate. If he discovered that his father meant a untimely death at the hands of those agents he would hunt them down and kill them....
The shuttle eventually landed , and young Tiberius found himself in Tatooine. It didn't take him long to get involved with the local crime lords being an errand boy. After killing a would be assassin for a Trandoshan crime lord by the name of Ashkirk, he was so grateful that he gave Tiberius a handsome reward and made him his personal bounty hunter. He used the reward to buy twin blasters and his signature custom armor which quickly became well known on Tatooine. After that he became a local legend and well known on Tatooine for being a bounty hunter with a code of honor as well as his harshness with taking care of his targets and his cold approach to it. He eventually left Tatooine to join [member="Romeo Sin"] as the squad leader for the Carnage Squad as part of the crew of the Hazard Beauty.
