SETTING INFORMATION

  • City Name: The Arabesh Flats Military-Industrial Complex

  • Colloquial Name: "The Forge"

  • Classification: Metropolis

  • Location: Mustafar [X]

  • Affiliation: The First Order [X]

  • Demographics:

    47% Mustafarian

  • 33% Human

  • 8% Zarnathean

  • 12% Other

[*]
Wealth: Medium Wealth

[*]
Stability: High

[*]
Description: From an outsider's perspective, the Forge is a sprawling mass of smoke stacks, and foundries which billow thick plumes of acrid smoke, enough to rival any of the volcanoes which mark Mustafar’s landscape. Two spires of bright blue light pulses through the smoke, and can be seen from hundreds of miles away. A large, brutish wall cuts around the landscape, fencing in its inhabitants, and securing it from any land based obstacle.

[*]
Society: The society of the Arabesh Flats Industrial Compound is entirely artificial one, with most of its workforce being FIFO (Fly in, fly out) as well as only about half of its total workforce being on station at one time. Because of its purely corporate nature, there is an anticipation, on the part of employers, for professionalism to be practiced. That there be discipline in the face of the work to be done. Things are orderly, shifts are performed on time, and shipments made correctly. The work in the 16 hour shifts, with two half hour breaks allotted per shift. Salaried workers work three weeks in, two weeks out, meaning there is a near constant transient populace.

[*]
Societal Makeup: The society of the Forge follows a strict hierarchy. One which is relentlessly enforced.

  • The Pigs: Non-violent prisoners, with less than five years left on their sentence are offered an opportunity of a lifetime. A half shaved off their sentence and a small wage, in exchange for serving the remainder as workers in the Forge. The Pigs work as logistical personnel mainly. Either assisting in catering, maintenance of the facility such as working in the Anvil, or perhaps even working in the factories.

  • The Mustafarians: The Mustafarians are not treated equally inside the compound. This isn’t because of speciesism, but is rather thanks to their work. The jobs they perform, are largely manual in nature. The sort of non-technical factory work which sees to day to day production of equipment, and largely unskilled labourers.

  • FIFO Specialists: Although made up of some Mustafarians, these individuals are largely human, or near humans who administer the factories. Trained professionals and technical personnel which work to ensure production targets are on time, as well as the smooth running of manufacturing assets.

  • The Auditors: A small and dedicated bureaucracy of accountants, statisticians and engineers make up the auditors. A specialist group who work to ensure production targets are met. They report directly to the Executive Overseer, and are often delegated tasks by him.

  • The Corporations: The titans which have been allotted special status within the Forge are offered protections and more leeway than their counterparts. This in part due to contracts and the dogged loyalty shown to Avalonia’s regime.

  • The Military: The Military reigns supreme over all. The authority of a stormtrooper in armour, or an officer inspecting is absolute.

  • Executive Overseer: Sitting as the chief administrator of the city, the Executive Overseer reports only to his superiors in the Ministry, or the local Moff. He may consult with military officials about strategy, but his ranking is

POINTS OF INTEREST | INDUSTRIAL INTERESTS

Exhaust Vents of the Corvega Transport Foundry | Zoran Cvetkovic [X]
  • The Corvega Transport Corp Foundry : The Corvega Transport Corporation, a Ryoone based industrial concern has holdings in the Forge. A household name throughout First Order space, the company is associated with creating family friendly and affordable landspeeders. However, the Corvega Corporation has now expanded into arms and in particular, light armour production. The Corvega Transport Foundry churns out hundreds of light walkers, speeders and tanks each week.

  • Riflor Staryards Hyperdrive Yard: The Riflor Staryards are one of the First Order’s biggest starship component factories, providing reliable components used in all sized vessels of the fleet. Seeking to expand, the Staryards have leased key industrial space in the Forge to provide the First Order Navy new hyperdrives and other components to repair and refit their fleets with.

Stern Starships' Production Line | P.E Travers [X]
  • Stern Spacecraft Solutions Starship Plant: Stern Spacecraft Solutions are a Phu based, luxury starship manufacturer. One which prides itself on the creation of luxury models used by Core world elites. However, now Stern Solutions has entered the arms market, setting up a factory which manufactures TIE fighters, troop transports, logistics vessels and gunships for military use.

  • The FIMS-Orbar Pharmaceuticals Hospital: Workplace hazards are unfortunately a way of life for workers of the Forge, ergo the establishment of a medical clinic. The clinic is a combination of both state and private assets, a sort of symbol of what the entire facility represents. The hospital, other than serving a practical purpose as a sick bay, also is a research facility, testing out new medical treatments and drugs meant to try and speed recovery of patients, either for military or civilian use.

Hammund & Klammer Delivery Zone | Anton Grandert [X]
  • Hammund & Klammer Workshop Factory: The Hammund and Klammer Gunsmiths are amongst the First Order’s oldest corporate allies. Established sometime during the Great Darkness, the Bespin gunsmiths became the manufacturers and distributors of weapons to pirates, warlords and the small governments which cropped up. With the advent of the First Order, it became one of the first arms suppliers, and has since become the chief gunsmiths of the First Order. Hammund and Klammer uses their position to manufacture thousands of weapons daily, from side arms designed for naval and FOSB use, all the way to the heavy repeater blasters used by the Stormtrooper Corps and secure installations.

  • Ranctop Mining Heavy Vehicles Factory: Ranctop Mining is a newer conglomerate in First Order space, funded and financed by former One Sith elites who fled to the Outer Rim. Ranctop Mining isn’t so much a mining company, but rather a logistics supplier, building and developing new vehicles for resource extraction. The Mining Equipment firm previously made a name for itself after a mining disaster on Absit, where, were it not for the quality of their vehicles, 200 local miners would have died. For their expertise, and craftsmanship, Ranctop was offered a position to manufacture heavier, armour vehicles. An offer they have accepted.

  • Grosst Designer Factory: Ternill Grosst is a fashion designer and company lauded in First Order territories as one of the most innovative and creative designers. Because of this, Grosst Designs are a chief supplier of luxury suits and dresses for all sorts of occasions. Now for the first time ever, they have shifted into the war economy, and the production into uniforms, for all branches of the military. From the navies sleek uniforms, to the armies fatigues and armour, and even the FOSB’s covert stealth ware.

  • The War Dog District: While larger and more loyal corporations have secured themselves their own reserved factories and spaces, many smaller contractors and firms have been leased smaller factories and warehouses on three month contracts. Officially known as the ‘Municipal District’, the War Dog District is populated by smaller companies who have yet to prove themselves as reliable business partners. Held by draconian terms, the War Dogs are pushed to the limits to perform. Those who slip on production targets, even once, lose their place to the hundreds of companies wishing to make a name for themselves. Those who succeed consistently, are offered a place at the big boy table. The War Dogs manufacture and supply, not the grand armaments or batteries used by the larger partners, but instead municipal equipment. Holsters, canteens, datapads and other such support equipment.

POINTS OF INTEREST | UTILITIES

  • Arabesh SkyHooks: Able to be seen from near any point in the city, and extending to the sky are two supposed beacons, whose bright blue light cut through the smog like lightsabers. They are in fact Sky Hooks. An advanced transport lift which lifts massive amounts of product to orbit, as well as carrying down the raw materials and electronics necessary for the production of the two. The eastern Hook acts as a supply link, lifting tens of thousands of tonnes of product up, while its western counterpart deposits raw materials and components, all of which are to be crafted into weapons of war.

  • Guscherd Station: Sitting above the Military-Industrial Complex, in orbit is the Guscherd Station. Operated solely by military personnel, the Station works in two ways. The first is the depot for all goods, with a constant stream of military cargo and logistics vessels receiving goods, before dispatching them. These goods go either to the strongholds of the First Order, or to reinforce frontier systems and troops in need of a resupply. The other, is the receiving of private vessels, who deposit raw materials and parts necessary for the construction of weapons.

  • The Pens: A portion of the workforce for the Forge is made up of prisoners on work-release. They are kept in isolated and secure quarters, away from other workers. These pens, as they are called, are strategically placed, near factories and the lava flows. The reason for this being, in the event of a prison riot, toxic pollutants or magma can be used to liquidate the population of these Pens. Despite this, they are relatively luxurious, with their own kitchens, bathrooms, and with small dormitories.

  • The Web: Underground, and linking all factories is the Web. The Web is a train system used to move goods, cargo and staff across the Forge. A specially designed sub system has been put in place for medical evacuations from any of the factories and to the FIMS-Orbar Pharmaceuticals Hospital.

Ventricle Four of the Anvil | Anton Grandert [X]
  • The Anvil: Sat beneath it all, is the Anvil. Tapping into an underground lava flow, the Anvil is a massive dam which traps geothermal energy which it then feeds to the surface. The Anvil is entirely staffed by military personnel, and Pigs specially chosen for their compliance for the task. The job is unrelenting, and merciless, but its running is critical. The Anvil also contains a weapons testing facility, with a small kyber crystal laboratory, and engineering bay, designed to test new and innovative machines.

A typical Hive | Source unknown, but here's a reddit link [X]
  • The Hives: Situated in secured, and isolated portions of the Forge is the Hive. A series of bunks, kitchens and water purifiers hidden in underground and some above ground sections. The accommodations are not luxurious with workers being put in dormitories of up to two dozen workers. They are however afforded quality food, and an air conditioning system which allows for some comfort amongst the heat.

  • The Overseer: The largest building nestled between the Sky Hooks, is the Overseer. The command headquarters for all security forces, as well as that of the civilian administration. Corporate executives from the major companies all have offices within the lower levels, while the higher echelons are reserved for military command, along with the Executive Overseers and auditors. The Executive Overseers penthouse and office sits above the toxic smog, and as such has a view of the nearby volcanoes and settlements. The Overseer also houses anti-aircraft batteries and it’s own system of escape pods.

The Terminal | Anton Grandert [X]
  • The Terminal: Housing millions of workers at a time constantly transitioning to or from the Forge, the Terminal is the massive spaceport allowing for the logistical effort. The Terminal is a highly secure location which houses the spaceport, all military hired freighters which Several security checkpoints exist to ensure that the workers who do arrive, are those who are on the manifest. This is the only way for civilians to arrive into the Forge.

  • The Fort: Although the entire facility could already be described as a certifiably fortified position, The Fort itself is a fortified location within a fortified location. It houses the shield generator which defends the limits of the city, as well as trooper barracks and the TIE hanger which services the local starfighter corps and an armour pool.

SECURITY
Security in a brief is at a maximum level at all times. The Forge’s importance to the First Order war machine, cannot be understated, and that is shown in the way the city was constructed, and how it is administered. Military personnel patrol the city constantly, and the howl of TIE fighters over machinery is a common site. In orbit, an entire First Order battlegroup sits in orbit, acting as sentinels for shipments coming in and out. First Order regular units do take most of the security duty, patrol the streets and busy themselves manning the anti-air defences, as well as checkpoints at key chokeholds in the city.

Military Units:

344th Stormtrooper Legion; “Up, Up And Away!”
Distinguishing themselves during the Mustafar campaign during the storming of several Galactic Alliance holdout bunkers. Since the successful capture of the system, the 344th have since then been based on the volcanic planet, working initially in reconstruction and making a name for themselves as a firm albeit fair garrison force. Since the construction of the Forge, they have worked as the face of street patrols, keeping workers in line.

  • 457th Stomtrooper Legion: “Valour. Honour. Sacrifice” :
The 457th knows more about sacrifice than most. Comprised of the remnants of three legions who were deployed during the Battle of Kaeshana, the 457th, now older and wiser, are being retired. And so, in recognition for their service, and veterancy, they have been deployed to the Forge in order to serve many, their last few years in relative luxury.

  • 722nd Stormtrooper Legion: “Graf’s Legacy.”:
A recently raised legion from reorganised Galactic Empire units, the 772nd works as an engineering department. Their priority is the maintenance and running of the Anvil, along with assisting with planning and support for new industrial endeavours and expansions.

  • 5th FOSB Tactical Division:
One of the smallest of all military compliments is the 5th FOSB. Dispatched to ensure the workers of the Forge do adhere to the strict protocols regarding the consumption of more illicit goods. They run searches, perform intelligence and ensure that the staff who do enter match the credentials in their system.

  • 63rd Armoured Corps: “First to the front.”
The 63rd Armoured Corps distinguished itself during the Anoat Campaign, fighting on Ison and successfully routing a Galactic Alliance assault. Despite the Corps’ successes, they never would again achieve any real prominence. The Armoured Corps work to inspect and test the newly manufactured weapons systems, but primarily they operate the anti-air systems from their walkers, or simply staffing them.

  • 156th Fighter Wing: “Death from above”:
Raised on Varonat, and serving during the rout of Galactic Alliance from Varonat. The fighter wing was later dispatched and worked with the Fourth Fleet, before a transfer on Mustafar. But now, the 156th serves as the aerial support and patrol group on Mustafar, ensuring that nothing escapes the First Orders notice.

  • First Order 6th Fleet, Battlegroup Valiant
The Mustafar Sector does sit under the jurisdiction of the infamous First Order Sixth Fleet. Due to the strategic importance of the facility, along with the fleet’s commander, Grand Admiral Rausgeber’s bid for furthering his own importance, Battlegroup Valiant was dispatched. Commanded by Rear Admiral Luitpold Kern, Battlegroup Valiant is made up of veterans of the Battle of Dagobah, where they successfully pursued and routed the Galactic Alliance’s retreating forces from the Hydian Way, and later secured orbit for the victorious First Order on Dagobah. Valiant’s command vessel is the imposing Devastator-Class Dreadnaught bearing the Battlegroup’s namesake, the FIV Valiant.

  • Military Contractors And Assorted Mercenaries.
Approximately 100’000 mercenaries operate in the Forge. All of them, working security on the ground, and inside the factories. These however, aren’t your usual type mercs you find at any wayward space port. The mercenaries employed here are disciplined killers. A quick survey would uncover most have years of military experience. Be it in the First Order, One Sith, Galactic Empire and even Lords of the Fringe. Specially trained, vetted and loyal to their companies. All mercenaries who work at Arabesh, are given special vetting designed by the FOSB, including character checks and constant security searches. Despite these, the mercs work in conjunction as a massive auxiliary force.

HISTORICAL INFORMATION
The Forge, as it is colloquially called, was created as apart of an unholy pact between the First Order Ministry of Labour and Education, the Ministry of Commerce and Finance and finally Central Command. The latter needed new weapons to adequately supply the demand needed to appropriately arm freshly raised divisions. The Department of Security wished to extend its reach, and the Department of Finance and Commerce wished to reward contacts in the private sector and finally the Department of Labour and Education wished to flex some muscle.

The product of this? The reason this proposed Military-Industrial Complex. Mustafar was chosen as the home for the facility was threefold. The first being, Mustafar had been culturally naturalised into the family of the First Order. The Mustafarians were an industrious people who would provide a diligent and skilled workforce, they just needed a place to work. The second reason? Location. Mustafar lay right between the core of secure First Order space, and the still, relatively hostile frontier of former Galactic Alliance space. But besides that, the resource rich worlds of the former Galactic Alliance allowed for any expansion to feed the Complex the riches of these systems.

Governance of the Complex was something which became something of a debate between the First Order government, military and the corporations who wished to set up shop. Military figures, most notably Grand Admiral Carlyle Rausgeber, felt that the facility should be administered by the armed forces. The corporations wished for their own men and women to be in charge, but ultimately the government won, installing a special “Executive Overseer”. A figure with supreme authority over the facility and its governance. With the parties having begrudgingly agreed, they signed the Victoria Accord, an agreement which would see to the facilities construction.

The complex would be funded by the government, but further expansion would be upon the impetus of the corporate partners, and overseen by the planning and logistics of First Order Army Engineer companies. Within two months of the agreement construction began, with the so called Anvil. Dug deep into the planet, where it began to use the natural lava flows to power the smaller workshops which began to set themselves up.

Within weeks, the major players had moved in. By the end of the month, dozens of companies were now barking and begging for a place. Carefully, the Executive Overseer, one Leopold Maple successfully mustered their efforts into that of the so called, War Dog District, where they would produce the extra parts the larger companies either refused or did not cater for. And with that, the Galaxy's most efficient factory, was born. Ready to arm and serve Supreme Leader's wars, wherever they would take them.
