System of Government

Succession Customs
The Empress Teta System is a hereditary monarchy.

The eldest child of the currently ruling sovereign is considered the heir apparent, while all siblings to the current ruling monarch are considered the heir presumptive until the coming of age for the heir apparent. In the instance that the current sovereign is deceased prior to the coming of age for the heir apparent, the heir presumptive will take the throne as regent until the heir apparent has come of age. There is no consideration of gender in the process of succession.

The coming of age for the heir apparent is eighteen years of age.

In the instance that there is no heir apparent nor heir presumptive available, the line of succession will move to the next branch of the Royal family in the dynastic cycle.

The branches of the Royal family are:
  • Keto
  • Kuhn
  • Jung
  • Wulfe

Role of the Monarchy
The monarchy plays the role of the executive branch of government, as well as the head of the judiciary branch and the supreme authority of the military.

The current ruling sovereign, Empress or Emperor of Teta, has the authority to but is not limited to:
  • Sign executive orders into action without oversight of the parliament, the duration of which will be from date of signature until abdication or death - may be removed by a new executive order;
  • Appoint and assign promotions for the military (Defense Forces, Naval Forces) leadership;
  • Declare war (right ceded to the Galactic Alliance);
  • Sign treaties (right ceded to the Galactic Alliance for Major treaties);
  • Right to appoint and dismiss the head of Parliament;
  • Right to veto legislation;
  • Right to appoint royal court judges;
  • Right to disband, dissolve, and re-form Parliament;
  • Control the state-run Koros Spaceworks;
  • Right to declare Marshal Law;
  • Right to deploy Defense Forces and Naval Forces both on sovereign soil and foreign soil, as well as in space both sovereign and otherwise;
  • Right to dictate a budget plan for all government spending;
Role of the Legislature
The parliament of the Empress Teta System is a bicameral legislature represented by the Ministry and the Aristocracy.

The ministry of the Empress Teta System represents the common people.
The ministers of parliament are elected by those that do not belong to nobility in first-citizen worlds. Each minister has a five-year term limit, with no limit to terms held, unless chosen as head of parliament by the current ruling sovereign.

The aristocracy of the Empress Teta System represents the Nobility and branches of the Royal family.
The eldest child of the Noble house and branches of the Royal family will represent the interests of each house or family upon coming of age. Coming of age for Nobility is eighteen years of age. Members of the aristocracy may hold their position for life, or until they desire to retire.

Succession for the aristocracy is hereditary and is passed down to the eldest child as heir apparent, while the next eldest sibling of the current aristocrat is the heir presumptive. If no heir apparent can be produced by the time of death or retirement, the heir presumptive and their children become the new line of succession. Marriage of an aristocrat to the Emperor or Empress of Teta requires immediate abdication of position and passing of titles to the heir presumptive.

The head of parliament may retire at any given time, but will be removed from office when a new sovereign comes into power as part of their coronation rites for a new head of parliament to be chosen.

Parliament may:
  • Propose new legislation to parliament to be passed into law (Ministers);
  • Vote on any legislation proposed to parliament (Ministers);
  • Override a veto with a 4/5 majority;
  • Propose and vote on budgets plans for the current ruling sovereign to review and/or put into place;
Role of the Royal Court
The royal court acts as the judiciary branch of the Empress Teta System, and is led by the Empress or Emperor of Teta.

Judges of the royal court are appointed by the current ruling sovereign, while minor circuit judges are elected by local municipalities.

The royal court may:
  • Act as the mechanism for the resolution of disputes, both civil and legal, between:
