Strategum

Emperor Toran Fel was alone in the Imperial Command Center, the workers sent out for the day. The room was dimly lit, with only a few lights around the circumference, with a few scattered chairs here and there. Banner of the Fel Empire hung from the wall, draped there only today after being finished. Much of the Imperial Palace was still under construction, the grand endeavor slowed by the available manpower. Still, progress was being made.

Dominating the center of the room was a massive Holo-Table, fitted with numerous terminals and displays for multiple people to use it at once. Standing at one of the corners, Toran idly ran his gloved hand across one of the terminals, briefly keying in a code to bring the table online. The display flickered a few times, before finally solidifying, a large galactic map erupting to life from the Holo-Table. Highlighted in a deep blue was Osseriton. Zooming in on it, Toran watched as several small triangle appeared in high orbit above the planet. A smile briefly lit up his face as he looked at it. The smile vanished just as quickly as the door to the chamber opened.

Turning to face the new comer, Toran nodded his head to Moff [member="Titan"] , one of the few Moff's in the Fel Empire at this time. Unlike the previous Empires, and the current ones for that matter, aliens had a much higher membership within the Military and Nobility. There were more non-human Moff's than human at this point.

"Moff Titan, thank you for coming. How goes your preparations?"

Titan held the captains throat in one arm, four of his five others, with a gun in each hand, pointing towards the bridge officers. He was standing at the forefront of his vanguard of elite soldiers recruited from the ranks of House Exile. "I give you one chance, human, take me to your leader or die." The man refused and Titan broke his neck, he had then ben taken to meet with someone from The Fel Empire and had been intrigued, after Paraidgm Hypernautics started producing ships guns and weapons for the Fel Empire he had risen rapidly through the ranks, catapulting to the rank of Moff. Now he had been called to the Emporer.

"They go fine, I have diverted several million credits towards the construction of a flagship." Titan replies, personally he was suprised they still let him walk around after all he had killed the captain of the ship that had found him. In a month and a half he had become a Moff for this group, this empire, if it could be called that. "The Salamance assault walkers also proceed on schedule. We will soon have complete control of the planet, I took the liberty of deploying a couple of my elite shock troopers to kill some rebels on the otherside of the planet. How goes the Empire as a whole?" He had elected to shift into his human form for this particular meeting, wearing not the offical Imperial uniform, but his armor, complete with freshly applied white and gold paint.

Toran grimaced at the Moff's words, his hand tightening on the terminal. The relationship between Titan and the Fel Empire was one of necessity at the moment. The Fel Empire was one of peace and prosperity, not the unbridled war that dominated the old Galactic Empire. The very ideals of Victory Without War called for peaceful negotiations and humanitarian efforts to bring worlds into the fold peacefully. However, even Toran had to admit, darker things needed to be done for the greater good.

"Give the rebels every chance to surrender and join the Fel Empire peacefully. We are not warmongers or butchers, everyone has the right and chance to become part of us and share in our rise to glory. We cannot do that if we kill everyone." Toran spoke quietly, yet with an air of authority and menace as he kept his agitation in check, his voice carrying the short distance between the two individuals quickly as the Emperor slowly made his way around the Holo-Table. Placing both his hands on the table, Toran leaned against it, letting his head hang as he took a deep breath. It had been a long day, and he was still recovering from his time in the stasis pod.

"However, I am pleased to hear about the progress of the flagship and walkers. They will be needed when we begin our push into the galaxy beyond. While we are not looking for a war, we must be prepared to fight one at a moments notice to defend ourselves."

"By resisting our rule, the rule of this Empire, they show that we are weak. If they join the Empire, it only shows that we tolerate those who would betray the Empire in our ranks. If they are against us now, what is stopping them from tur ing on us later. They had a chance to join when the Empire set up here, yet instead they fought us. Why give them a second chance?" Titan asked, this man could not comprehend war, for he had not participated in it, at most he had watched it. Titan had fought in the Crusades against the Republic , for the Iron Empire before its fall, for the First Mandalorian Empire almost a decade ago, Titan had lived war and battle, this amn standing before him did not. At two-and-a-half meters he towered over the Emporer. "Why let the weak and foolish join us?"

Toran slowly lifted his gaze to meet the Moff's, his blue eyes filled with numerous emotions as he slowly stepped away from the Holo-Table, walking towards the giant. If he was intimidated by him, he didn't show it, his cloak dragging behind him slowly.

"Strength, Power, Control, all these things are meaningless. The strong can hold power as long as they want, dominate those they want, destroy what they want. But in the end, they stand alone. Those you call weak, the foolish and downtrodden, they are what make up this Empire. They are the ones we fight for. Rulers come and go, and yet the weak remain long after we are dead and buried. They are the ones who hold real power. Without them, we are nothing. So we fight for them. What we do, we do for them, and not for us. That is what the Fel Empire stands for, the betterment of the weak, not their enslavement and destruction. War is not something to seek out, but to avoid if possible. It is a last resort to be used when all else fails. If you cannot accept these things, the principles upon which the Fel Empire is built, then you have no place among us."

As he finished his speech, Toran came to stand before [member="Titan"] , looking up to Moff before him.

"Do we understand each other, Moff Titan?"

"Understood, my Emporer." Titan says, he holds the button on the side of his helmet to activate the long range comm, "Cancel the srrike by the orders of the Emporer, try and... negotiate first." He lets go of the button and turns to the terminal and taps a few buttons bringing up a HoloNet page; it showed the leaders of the four previous Fel Empires, "How do we stop what happened to them from hapening to us? How do we survive? In this galaxy of giants we are but a dwarf, what if the Galactic Empire or the First Order desides we are competing with them for recruits or space, and decides to attack us? How will we respond?"

Toran nodded his at the Moff's words, turning and walking back towards the Holo-Table. He briefly typed in a few commands, and the galactic map slowly expanded outwards. Portions of the galaxy became highlighted in numerous different colors, identifying and showing the numerous factions and nations spread out across the galaxy, always too small to hold them all. In particular, he briefly ran his hands along the Galactic Empire's territory, and that of the First Order.

"If we help the common people, provide for them, and truly set out to make their lives better, they will not turn against us. What we do we must do for them without hesitation or regret. We do not strive for personal gain, but for the greater good of all." As he spoke, he zoomed back into the Osseriton, highlighting the triangles hanging in orbit above the capital with a few quick touches of his gloved hand.

"Avoiding war and being unprepared for one are two different things, Moff [member="Titan"] . While we shall not resort to violence as a first step, we will be able to unleash it at a moments notice. Should we be assaulted by other galactic powers, we shall stand firm before them, and crush their resistance in open war. We are not warmongers, Moff Titan, but we are not afraid to fight. And when we fight...We Will Win." Turning away from the Holo-Table, Emperor Toran Fel approached the Moff, extending his hand out to the man without hesitation.

"Agreed?"

"Agreed." Titan shakes the outreached hand, he then turns towards the map for just a second before turning away, "I will take my leave if you need nothing else, Emporer." He says, "My factories require direction and designs. And those who provide them require managment, if you have no further items to talk to me, I will go now."

Toran dipped his head to the Moff, stepping back and letting the man depart the Command Center. Once he was alone again, Toran visibly sagged, his shoulder dropping as he turned to lean against the Holo-Table, his breath coming in short bursts. It had taken more out of him then he had expected to put on that display, but it had been needed. Moff Titan would be an indispensable asset to the Empire, he just needed to understand what it was they were all fighting for.

Turning away, Toran slowly made his way out of the Command Center, two Imperial Knights waiting outside the door quickly moving to fall into step behind their Emperor.
