If I were to steal a blueprint from a major facton, say a TIE Fighter, would I be able to create something using that technology? It wouldn't be a carbon copy of what I stole, just something very similar.

With a role-play backing up the legitimacy of your claim, I see no reason why not. Depends on the nature of the role-play, though. I'd assume as long as the opposition is the faction you're stealing from, no one could dispute it.
