Lower City: Plattenbau, The Railroad, The District of the Free, Hall of the Free Spirits, The Eye of Darkness

Description: The Spheres of Ash is a city split into two. Down on the ground is the Lower City, home of Free slaves, while up in the air is the Upper City, home of the rich and corrupt.
The Upper City: Casinos, expensive shops and hotels and every other luxury the rich and wealthy could expect can be found in the Upper city, a place where only money talks. Kept in the air with a myriad of repulsor systems everywhere, the part of the city towers above the rest, illuminating the part below in the artificial glow of wealth and decadence. Only those with a fairly deep purse can stay there, as nothing in the upper city is affordable to the larger part of the galaxy's population. The upper city is a beautiful as it is crooked, and there is nothing that money can't buy there, from simple luxury to rather deranged amusement. Like all of the Free Cities of Malachor V there is no real ruler to the upper city, the flux, in this case the flux of money, is the one thing that dictates who is on top, and who has to follow. Yet there is the shadow that lingers in every corner of the Free Cities, Darth Abyss, who hold all strings in the end, if the rich and wealthy like it or not. The lights never go out in the upper city, day and night is is filled by artificial light.

Casino District: Flashing light, and a disgusting display of wealth is the trademark of the Casino District. Nothing to uncommon for a place like this, but the thing that makes it stand out is their towering position above the city of the free. Gigantic glass Pyramids hovering in the air, with casinos and other expensive establishments, that allow to look down on the less fortunate while spending more money that most of those below can even imagine. The casinos are run by all kinds of groups, ranging from criminal groups, to businesses men that saw a chance to make a lot of money on a world without laws. While the district projects a image of High society on the outside, it is a fairly common practice to break a few hands for those that have gambled a bit to much, at least if their lucky. The casino society is one of crooks and backstabbers, as everyone is out to take out his rivals, no matter how.

Brokers: A well know Casino, that stands out to the lack of money used there. The brokers is highly exclusive, and the only way to gamble there is by betting either property or information that is classified enough to be worth a fortune. Stolen weapon prototypes, bank account information, blueprint of banks on coruscant, basically everything that comes to mind has already changed its owner inside the Brokers. The Brokers makes a lot of effort to seem like a serious and legit casino, but to those that have been there it is notorious for is no tolerance policy towards those that are unable to pay up, or try to trick the casino. It literally has skeletons in the closet.

Hotel District: Wasting a lot of water on a barren world like Malachor V is a well liked hobby of the Hotels on the Spheres of ash. Large fountains are a sign of wealth and class here, and a hotel that hasn't one can count on being bankrupted as fast as they opened. Like the Casino district, the hotel districts, which is located in the north of the city, has a very good few on the lower city, where the guests can watch the despair and horrors of those below, a luxury that has drawn a surprisingly high amount of guests to book a trip to Malachor V. Yet save isn't the word one would use when talking about the hotel district, as thugs and gangsters always hang around in shadows, looking for a chance to make a quick buck by shooting someone.

Pantheon: The most expensive apartment district of the upper city, the Pantheon is the home of the richest of the rich on Malachor. Towering higher than any other district, west from the center of the city, it allows those that live there to look down even on the others with wealth, as they still have less wealth than those living there. Under constant guard by several private security companies, the Pantheon comes with secret vaults where the riches of Malachor are hidden away, high above the poorest of city. Even the false cloths can lead to being shoot on sight here, as the inhabitants guard their realm with a high level of paranoia.

Warcry: The arena of Malachor. Here the rich come to watch the poor slaughter each other for small fractions of what they have. Yet it is also a place of opportunity, as those that survive long enough often rise to fame and fortune as champions of the arena. While there is payment from the arena itself for won fights, the real money comes from sponsoring, as most casinos and other groups have their own champions that fight to either promote their operations, or spread fear under those that try to push the out of business.

The Pyramid of Prosperity: The Center of the Upper City, the Pyramid is main bank and main powerplant of the city at the same time. Owned by Darth Abyss, it is used to keep the upper city from taking over the one below, as those that mean to oppose the word of the sith are expected to drop down to the ground unstopped. While the sith is neither sympathy towards the city below, nor hateful against those above, it is far easier to manipulate the poor than the rich, so a system to keep the wealthy from taking over his city had to be established. The pyramid is under the constant guard of the dark Acolytes of the Abyss academy, combined with the same private security that guards the Pantheon. As payment for the energy, the casinos and hotels are expected to pay fees to the Pyramid, as well as saving a part of their profit there. While Abyss allows the city to stay in flux, "lost" funds are not unheard of, at least if they belong to those that tried to plot against the nonofficial ruler of the city.

The Lower City: Slums are everything there is below the spheres in the sky, dirt and blood are the price the inhabitants pay everyday for their freedom. The main fraction of the population of the lower city are Twi'lek, former slaves that fought for their freedom, either somewhere on malachor, or in any other darker corner of the galaxy. While they, even more than those above them, respect the word of Abyss as he secures both jobs and freedom from those above, they do see him as an allie not as their leader, exactly like he intended to. Instead the "rulers" are the so called "Free Spirits" a semi militant group of twiddle's that have fought for their right to be free with violence and force, but one that that advocated peaceful protests as long as it is possible. Yet some other poor souls found their way to the lower city, living between the twi'leks peacefully and considered as equals by the Free Spirits, at least as long as they share their vision of a better world in which everyone has the same right. Besides that, the Lower city isn't certainly no strange to violence, as gangs and crime runs rampant everywhere the hand of the Free spirits can't reach, meaning a major faction of the lower city.

Plattenbau: A number of large towers used to house many of the former slaves which work in the upper city, located in the south. Paid and controlled by Darth Abyss, these homes are in a surprisingly good condition, offering warmth, fresh water and even some level of comfort to those that live there. The Plattenbau is reserved for those that work in the city above, and come as part of the pay for doing so. They also offer cafeterias and medical emergency help for the inhabitants, keeping the worked comparable happy and secure. The inhabitants are often looked down by the rest of the lower city, as many say it is just a step back to slavery to work for the rich above. Yet many still take on the opportunity to live there, if it is given to them.

The Railroad: Planned as a underground network to transport people and wares below the city, the railroad network was quickly overrun by gangs and crime. Many of the more influence criminal groups, both from the upper and the lower city have at least a hideout there, and for many it is even the center of their power as some tax those that walk through their tunnels. Makeshift tunnels lead through the whole city, making it easy to disappear if required. Yet it is not advised to venture down there without a guide, to net get lost or walk right into gang territory.

The District of the Free: Ironically called "The District of the Free", the slums of the city are by far the worst part that can be found there, up in the north. Buried under dirt and scarp that these slums are build out of, not much of the light from above reaches down here. Gangs control large parts of the slums with violence, drugs are sold everywhere you look, and beggars fill the streets up and down. Yet, the Free Spirits do their best to uphold some level of order there, mainly by feeding those to poor to feed themselves, and helping the sick with medical attention.

Hall of the Free Spirits: A temple dedicated to the Twi'lek culture, the Free Spirits reside here and make sure that their culture stays alive after years of chaos and slavery inside the third free city of Malachor. It could be seen as the town center of the slums, and many humanitarian acts are planned and executed from here. It is also a place of save refugee for all those in need.

The Eye of Darkness: Placed on the western edge of the lower city, looking towards the Abyss Academy, is the eye of Darkness, a temple and hideout for sith and other darksiders, carved into a mountain. It is the home for all those from the Abyss Academy that travel to the Spheres, and also comes with several high security measures to guard the place besides the already dangerous inhabitants. Fully outfitted with systems to scramble and distract comm signals, sensors and most lower tech communications, the eye watched over the city in case of an attack.

History: The Spheres were never planned to exist, an neither was the city below it. Since the floating Market rose in the sky of Malachor V, something was brooding on the surface, an unstoppable power that pushed the long dead husk of a planet to rise a new, this time not as a world of the sith, but as one ruled by crime. The Third Free City to grow on the surface, with no name at the time of its founding wasn't actually a city. It was a warehouse, not for things but for people sold as things. Slave trade flourished on the market in the sky, and soon there was a need to have more "product" ready and available than the floating market was able to hold slums, made out of huts and other makeshift homes, were build by the slaves themselves under the constant watch of those who owned them. That was the first stone to build this city upon.

At first it was just to store them, but only a few months, after the huts had grown in something more akin to a village than aynthing, the owners realized the potential at hand. Forced to build decadent houses and monuments for their owners, the slaves suffered and died in masses, as those that owned them were without mercy for the "things" that belonged to them. Yet the Twi'leks held as slaves there, had a quick taste of the freedom that this new order on Malachor was offering, and this taste became a flame that burned down what they had raised in the name of their owners. The twi'leks of ryloth weren't famed for their disgust with slavery, but this new group, this new generation of them, born and raised as slaves had another view.

Civil war, slaves against their former owners, freedom paid with blood and bones of both sides. The slaves were many, now calling themselves the Free spirits but they neither had real weapons nor any other resources, and so the fight was long and brutal, yet meter for meter the owners were pushed out of the city. All would be well for the slaves, but the crooks of the galaxy rarely gave up on what they owned. The civil war was simply a result of a lack of control, a mistake they meant to correct when the first sphere rose above the city, armed with weapons aimed below.

That was the moment the shadow above Malachor, Darth Abyss decided to make his move. He was not one to condone slavery, something he saw as a valuable tool in his plans, but this situation called for another solution. The Free Spirits were obviously strong in will, and they would not step down until one side had fallen or a compromise had been found. So the Sith called in leaders of both sides, known as the man that controlled everything else that was build on malachor or above, and therefore the only one that could interfere with the plans of either side. A fragile balance was archived, forcing the former owners to pay their slaves for their work, as long as the slaves would do the work. To keep the two sides from wrecking the city again, there were more spheres to follow the first one, creating what is now known as the upper city, supplies by a power plant owned by Darth Abyss, as means to secure the balance besides both sides at all cost, by keeping both worlds apart.

Intent: The reclamation of Malachor V

As I said in your last location submission You will need to start using these places IC and building development for any furthur future locations. Your intent for the new locations will also need to be better than simply "reclamation." These places need purpose since they are undoing an established canon setting.
