The senate chamber was becoming more and more a familiar place. The hum of the repulsor pod moving into the center of the great chamber with practiced precision, the low murmur of the other pods and people merging seamlessly with the soft chime signaling her arrival. She paused briefly, her steady gaze moving across the tiers of floating pods, acknowledging colleagues with a measured nod rather than a broad smile. "Chancellor, thank you for the floor. Fellow senators thank you for indulging my exuberance in bringing multiple bills to the floor." Ayumi's voice carried clear, warm authority as she settled her thoughts. The recent passage of the education and resource bills had built real momentum; more proposals lay ahead, including several she planned to advance with Melanie Sato Melanie Sato in Denon's jurisdiction. She exhaled slowly, shoulders squaring as focus sharpened.

Ayumi stood tall in a tailored ensemble inspired by Republic security and enforcement branches practical, authoritative, yet distinctly senatorial. The outfit consisted of a high-collared, ivory white tunic of durable materia weaved with bofuri silks with subtle aurodium threading along the seams, paired with matching fitted trousers reinforced at the knees and matched reinforced boots suited sealed and fitted together for extended chamber sessions or field visits. A structured, ankle-length overcoat draped her shoulders, its clean lines broken only by narrow epaulets and a faint iridescent sheen that caught the light without ostentation. The design conveyed quiet command through precision tailoring and restrained elegance rather than heraldry. Her long, dark honey hair was pulled back into a low, secure topknot ponytail, exposing the clean lines of her neck and framing the calm determination in her features.

She leaned forward just enough to engage the chamber fully, posture open but unyielding. "We face an undeniable truth: our adversaries are expanding their ranks and capabilities at an alarming rate. Corellia, Moorja showed danger, criminal coalitions grow bold and recruit aggressively from the underworld, and shadowy influences continue to exploit every vulnerability. They thrive because they absorb talent we have left untapped or unclaimed. The slicers who can firewalls, smugglers who map routes we cannot monitor, technicians who keep black-market fleets operational. These gray-zone people represent a strategic resource currently arrayed against the Republic. The Tactical Defection & Vocational Integration Act TDVIA is our measured, pragmatic response: a tightly controlled program to flip that talent, starve enemy networks of expertise, and integrate proven defectors into roles that directly strengthen our defenses."

Ayumi activated the holoprojector with a precise gesture, bringing the bill's text into sharp blue relief across the chamber. "This is not forgiveness handed out freely. It is earned reintegration under conditions so stringent that the truly irredeemable will never qualify. Consider figures like Marlon Sularen who kidnapped Cynan Obaith and orchestrated acts of terror that scarred entire sectors, perpetrators of atrocities that left no room for ambiguity or remorse. Individuals of that caliber, tied to Category-1 High Crimes, are permanently barred from this program. No petition, no disclosure, no appeal will change that exclusion. The act draws a bright line: those who have committed the gravest offenses remain outside any consideration of mercy or utility." She said it and would expect the usual, it was going to likely be less about the intent then the optics and Denon was getting more spotlight thanks to herr and the chancellor for good or bad.

Her tone though remained even, persuasive enough through clarity rather than emotion. "For those who do qualify the disillusioned slicer, the coerced technician, the smuggler seeking an exit the path is narrow and unforgiving. They must submit a complete Full Disclosure Manifest: every association, every hidden cache, every illicit route. Every crime, misdemeanor from the spice they smuggled aa week ago to sneaking their parents credit chits to sneak into a Lady Velvet adaptation. Any lie, any omission, any later contradiction activates the Truth & Veracity Mandate First Degree perjury charges, immediate revocation of amnesty, and prosecution of all original crimes enhanced by a 'Bad Faith' clause that adds a mandatory minimum of fifteen years in a maximum-security penal colony without parole eligibility."

She advanced the projection to the monitoring provisions. "Oversight continues with Sub-Dermal Verification: a consented, localized biometric transponder that reports position only no neural access, no recording of speech or thought. It enforces restricted zones Senate Chambers, Fleet Command, sensitive installations and prevents unsupervised movement. Any breach or tampering ends the contract instantly and triggers imprisonment. Information flows strictly one direction: they provide intelligence to us; they never gain access to Republic systems. Unauthorized slicing carries immediate termination and criminal penalties." She expected pushback, framing and any number of things... it would have to be handled but she was many things thanks to the work with the boards and the works that they were doing on Denon itself.

Ayumi highlighted the vocational and incentive sections next. "Accepted candidates serve as civilian Technical Advisors to Sector security or Border Control units advisory capacity only. No weapons, no independent vessel command, always under escort where operational needs require it. To bind loyalty to performance, twenty-five percent of salary is escrowed in a Sovereign Trust. Violation forfeits the entire amount to the Republic; five years of documented, honorable service releases it as a Starting Life Grant to support lawful transition." Their worrk if they provided the intel, the work and the aid in some cases should have something at the end of the tunnel. If they would do it then they would be able to handle more... aand if the others saw it they could under cut some organizations.

Her gaze shifted deliberately towards the Jedi as she hoped a single one or even a contingent might be there observing, voice gaining measured weight. "Force-sensitive defectors or those with documented Sith and or darkside group affiliations fall under the separate Apostate Protocol. Mandatory Jedi review begins immediately: a Discernment of Intent separates victims of indoctrination from willing participants in malice. A Jedi Knight or higher must act as a Sponsor, monitoring continuously for Dark Side influence. A three-year Sequestration regimen in a secure, Jedi-overseen temple or facility is non-negotiable before any placement. Detection of unauthorized Force use or relapse reclassifies the individual as an Unlawful Combatant, resulting in indefinite high-security containment."

She allowed a brief pause, letting the safeguards register. "Colleagues, our enemies multiply always. This will not be a curre all but it is a line. By offering this narrow, high-risk path to genuine defectors while encasing every step in layers of verification, exclusion, and consequence we deny adversaries critical resources, acquire insider knowledge of their operations, and convert potential threats into tangible gains for Republic security. This is strategic realism, not idealism. We cannot afford to leave skilled individuals in the shadows when they could be turned to our advantage under strict control. As one once said long ago. What greater weapon is there then to turrn an enemy to your cause? To use their own knwoledge against them." She said it as the crux of much that they were working on while improving it. THe tactics had worked on Denon for getting skilled but lower level Darkwire to turn on their bosses as well as criminal groups.

Ayumi concluded with quiet conviction. "The full text is available on your consoles. I welcome rigorous debate, pointed questions, and any amendments that strengthen these safeguards further. Let us act decisively to protect the Republic not by closing doors, but by intelligently controlling who walks through them." She eased back in the pod, posture alert and composed, prepared for the discussion ahead. She did motion for one of the staff members to make a count though for if Denon Dependency was mentioned and how many times it was brought up. The new buzzwords were well something to go through but optics meant only so much as she wanted to work towards improvement.

This is not a pardon for the unrepentant; it is a rigorous process of Strategic Reintegration, where amnesty is earned through actionable intelligence and proven loyalty, backed by the full weight of Republic criminal law.

  • Section B: The Petition for Reintegration: A candidate must submit a "Full Disclosure Manifest," detailing all past criminal associations, secret hyperlane routes, and hidden caches. This document serves as the legal baseline for their cooperation.
Article II: The Truth & Veracity Mandate (Perjury Terms)
  • Section A: The Perjury Trap: Any material omission, false statement, or intentional obfuscation within the "Full Disclosure Manifest" or during subsequent debriefings constitutes Federal Perjury of the First Degree.

Verity signaled her intention to speak and, when recognized, rose and leaned into her microphone. "I thank my honorable friend the member for Denon for her openness to questions and amendments," she said. "I'm certain there will be rigorous discussion, and I have many thoughts on the matter, but my primary question -- the threshold question, I think -- is the question of the Jedi."

She paused a moment and turned her head to clear her throat briefly before returning to the microphone.

"This bill makes several demands on the Jedi Order's personnel and property, and I would imagine its finances and processes and procedures. Who within the Jedi Order has the Member for Denon consulted on this matter? Have they agreed to these outlays? What are their thoughts on the Senate purporting to issue directives and create obligations on their behalf? Madame Chancellor, I yield and reserve."

Eadu sat through the proposal presented by Senator Ayumi Pallopides Ayumi Pallopides of Denon, his sunken features betraying a clear sense of boredom. She discussed strategic realism and the idea of converting enemies as if they were merely new patients in a mental institution.

To him, brigands held no value for the High Republic as he mentally unraveled the true implications of the bill hidden beneath the endless jargon displayed on the pod's terminal. It represented a remarkable example of government-funded surveillance and a clear acknowledgment of the Republic's shortcomings in strategic planning, especially if numerous potential assets were overlooked as piece of legislation claimed.

This served as yet another piece of evidence to bolster his increasing case for a Vote of No Confidence against the High Chancellor. In his view, she bore the responsibility for this lapse, as she was the one who managed the Republic's resources or at the very least established the guidelines for recruitment.

"A fascinating proposal, Senator Pallopides," Eadu began after allowing Senator Verity Stuyveris Verity Stuyveris to speak her mind about bringing in the Jedi Order without their consent, his voice adopting a dry rasp that seemed to suck out the oxygen occupying his senatorial pod.

"The delegation of Alyssa Major sees no reason to argue against this bill because at its center is legislation designed to allow double-agents free access to the Republic under the guise of reform. I will cast a decisive No when voting begins. " He saw no reason in discussing the bill at hand given it would allow double-agents the chance to infiltrate the Republic under the guise of reforming. All criminals should be imprisoned without trial, forced to exist in the shadows of their thriving Republic, rather than being offered a sandwich and told that their offenses would be overlooked if they merely changed allegiance.

"None." Ayumi looked at Verity as she spoke. "Given the intent of the bill, the rare occasions where those corrupted by the darkside are able to pull themselves back and seek redemption. I included them. If their grandmaster wishes it removed, that is fine. They can continue to oversee their own procedures." She shrugged for the moment. Hearing Eadu speak as she offered a bow of her head. "As you wish senator, thank you for your honesty." SHe waited for the next, thinking less about seeing who was for or against and thinking in her mind about what other projects were being done after this.
