Legitimate Rule. Legitimate Power.
The First Order structures its territories in two categories: its own sectors which are controlled by a Sector Governor and client states which were subjugated by the First Order but retained a degree of individuality and are controlled by a System Lord who has sworn allegiance to the Supreme Leader but was granted to keep his rule.
Sector Governors
- Moffs: The rank of Moff is well known in the Galaxy and became prominent during the reign of the First Galactic Empire. These military governors also oversee the territories of the First Order and rule them in the name of the Central Imperial Government with absolute authority, serving as their extension. A Moff always has a background in either the Armed Forces of the First Order or its Intelligence departments and is a uniformed individual enforcing the rule of the First Order. [The rank of Grand Moff is currently not vacant nor seeks to be filled.]
- Castellans: Essentially the same as a Moff, a Castellan though has its origins in the Imperial Praetorian Knights and is a Force user. Granted this extraordinary authority by the Imperator and Supreme Leader, they are equals to the Moffs and fulfill exactly the same role and duties.
System Lords can be warlords, nobles, CEOs or similar who are in charge of a world or even system and have been incorporated into the First Order but retained some form of independence in their implementation of the laws and values. They are allowed to maintain their own ground forces and have a local Fleet Command which aids them but are generally not allowed to maintain own naval elements. Every so called client-state is forced to pay a tithe in form of resources or manpower in exchange for maintaining their privileges and receiving protection.
