The Provisional Government
Without order, there is only chaos and we are no different from pirates and criminals. It is the Provisional Government that maintains that Order among the various cells, task forces, and hidden bases of the Resistance. It is they that keep the dream of prevailing against the Dark alive and drive the Resistance towards it.

Without significant planetary holdings, the remnant of government and structure is loosely bound together with each department overseeing a small army of staffers and representatives attempting to provide a semblance of order to the cells spread across the galaxy. The Provisional Government’s strengths are limited by the Cells loyalty to it and their willingness to abide by the edicts of the Chief of State.

The various Departments that remain oversee Diplomacy, which is responsible for negotiating with planetary governments, the remaining confederacies that exist, and corporations for assistance and aid; Intelligence which conducts covert and clandestine operations as well as analyze data to support the Resistance Military through operatives in the Special Operations Division; Justice, which maintains a record of the Provisional Government’s laws as well as providing an internal judicial system for the Resistance; and Logistics who is responsible for the production, acquisition, and distribution of resources and manpower throughout the fleet.

The Chief of State acts as the head of the Provisional Government, often providing the final say over all acts and operations undertaken by the Resistance. Elected from the departments, the first Chief of State Gul D’razi created an Advisory Council provide quick and decisive leadership required by the Resistance, with aspects drawn from government officials, military officers, and Jedi Masters to counsel him throughout the upcoming conflicts.

Chief of State Gul D’razi is a duros male getting on in years. Having served the Galactic Republic during its height and later the Galactic Alliance, he is solemnly aware of the desperation that the Resistance is suffering. Having been elected by the Provisional Government to hold office until recalled by the Council, he is not concerned with re-elections or term limits, allowing him to focus on running the broken government as smoothly as possible.

The Chief of State is stoic and unwavering in his convictions, eager to see an end to the Sith and the First Order but unwilling to falter in his morals. He believes wholeheartedly that in order to be deserving of any lasting peace, the Resistance must fight for the good of the people of the galaxy without resorting to cruel tactics or the use of overly destructive weaponry.

While never having served as a military officer, D’razi is a warrior at heart bound with grim determination to see his task to and an old school sense of honor and justice. He is often described as somber and humorless while projecting an aura of collected confidence in any situation.
 
Supreme Commander

Supreme Commander Traulsk Trey’lis reigns as the chief Military liaison to the Provisional Government. As a 63 year old Bothan, Traulsk has dark brown fur with streaks of grey and white showing prominently around his eyes, muzzle, and ears. He spent his early years attached to the Bothan Sector, serving with the Confederacy of Independent Systems and later the Galactic Alliance as a Vice Admiral until the Resistance was formed but is not exactly a military mastermind.

As a grizzled veteran of several long and gruesome wars, Traulsk has no intention of providing his enemies with any advantages by maintaining a set of morals. His orders from the Provisional Government were to win, and that is what he intends to do by any means necessary. Pragmatic, cold, and calculating, nothing is off limits and no tactic too brutal as far as he is concerned. The Supreme Commander is only barely held in check by the Advisory Council and the Jedi remnants, and he is loath to punish his officers for any transgressions they might commit during the course of the war.

While he would much rather be on the front lines, Traulsk has proven himself a capable desk officer since taking over issuing orders to the cells of the Resistance.
 
The Advisory Council
The Advisory Council consists of representatives from the Jedi Remnant and other Force Senstive groups within or aiding the Resistance, members of the Military and Intelligence, and several members of the Provisional Government brought together to advise the Chief of State as best as possible. Only a few members are constantly represented and its numbers change from day to day, with some members leaving to rejoin the fight, others not needed for the days agenda, and so on.

Characters and NPC’s will both be able to participate as part of the Advisory Council, and players may feel free to roleplay with various Counselors throughout their roleplay as they so desire. Not everyone in the Resistance will be selfless, not everyone of them will be stalwart warriors. Feel free to make up a Counselor or have your character occasionally meet with the Council.

The Advisory Council itself is just that, a group dedicated to advising the Chief of State and assisting in the day to day operation of the Resistance. Other than the Chief of State and the Supreme commander, who will be controlled by Faction Staff, everything else is open for the community to develop themselves.
