Regarding Tier increase

I'm not yet in a position to increase to tier 4 however i have been looking at the requirements so i can plan ahead.

The following requirement will cause some issues for the ethics of the boolon foundation:

Sign a contract with three player-run organizations, one of which must be a major faction

however when increasing to Tier 4-5 there is the option to sign a contract with Tier 5 + companies instead of a major faction. Can this apply to Tier 3-4 as well or does it have to be a major faction?

One has to be a major faction.
