Reconciling fluff up until now

Hey everyone!

First off I'm stoked to see all the creativity budding around in here.

I did however pause and consider how we are tracking our history and fluff and was considering developing a lore section and such.

Secondly what are we doing with this lovely NPC right here Empress Kista Fel?

Thus far has played very little into any of our roleplays with the exception of my own character Caius a long while back. We can continue to use her, retcon, or remove all together and try again?

The Galactic Empire does not have an Emperor, NPC or otherwise.

As far as that NPC... I was under the impression that she died or went missing after the fall of Crina to the One Sith.

Is there a thread that details the IC organization of the Empire, besides the recruitment ones? Are we talking a council of Moffs and local planetary rulers with an elected Consul presiding, or something else entirely? How does the Crinan Nobility factor in, for that matter?

That's pretty much is at this point.

The Empire is compartmentalized with no part screwing up the operation of the other parts. There is no Emperor or "master and chief"

A Council of Admirals decides where the fleet goes, what it does, how it does it, and how each fleet is organized.

A Council of Generals does the same for the Imperial Army.

A Council of Moffs work together to create laws for the entire empire, mainly involving industry, logistics, trade, security, and civilian/political matters. aka, they make the laws and someone else enforces them. Each Moff runs a particular planet, but also answers to the council.

Imperial Knights do a little of everything... They support the army, they support the Navy, and they support the Moffs. They roll around in Raider III Corvettes doing the Coastguard thing... They act as Advisors and shock troops for the army... they fill in as ace atarfighter pilots... and they do honest to god police/detective work. They also monitor every Council and concil member and are tasked with executing those who undermine the Galactic Empire.

"Member Worlds" Are not actually Imperial worlds. They have their own government structures, armies and navies, exc.

For example, Crina would have been a Member World.
As would places like Csilla, Asahi, Eisenwelt, exc.

Actually when Crina fell we did our utmost to evacuate the Empress and have 5 different writers who all strove to get her off planet and protect her. And since none of them died or had their ship destroyed she actually lived.

She was around for the thread for Corvinus as well and survived then too.

And actually I've been under the presumption she is alive and have marked my threads with references to her.

Personally I'm a fan of keeping her a live after the work went into keeping her that way and how it denies the Sith the satisfaction of getting their way after how much they troubled us to try and off her.

Offing her just tells a lot of people they worked hard for nothing to keep her around.

The problem is that I've seen PC and NPC leaders alike cause issues when one person is in charge IC. One of the major draws here is that we have a council of professionals leading each arm of the Empire... as opposed to some Sith or other FU sitting on a throne of Clone Corpses.
 
If she stays Empress the question becomes:

- What role does she play in running the Galactic Empire?
- Does she advance the goals of the GE or detract from them?
- Does she make an impact in the storylines?
- Who is going to NPC her?

I like the idea, but without a plan for this NPC she does become background noise.
 
Pretty much sacrified a npc storm trooper battallion to buy time for the Empress to escape.
We were also four Trooper PCs that threw everything we got at the sith when they attacked the palace, two became IC prisoners because of it and still are I think.

Naturally it does not mean she escaped but there is solid ground to assume it was a success. We sure paid the price IC way.

Regardless I personally would like to see the Emperor/empress as a PC. Makes it more interesting then a npc.

I think we can have both, and there are two ways we can do it.
One: She allows the councils to run things, but has the power to step in if need be.
Two: It's like the UK. Where she is a symbol and has no real power.

And we could just always put it to a vote.

I must agree with Lord Vyse's second suggestion as in the chat i pointed it out too where the Empress could just be a Symbol, a figure for whom is a being with no actual power. That would solve the problem of not throwing out all the hard work to keep her alive as well as allowing the council complete control it would also give a compromise in which everyone wins.

Personally I love the idea of keeping her on as our monarch. She is who we (eventually Caius whenever I get around to politically maneuvering into the position of) that rule the Galactic Empire draw our authority from.

Nominally of course she rules over the empire as both a symbolic fashion while in truth the Moffs are the ones who shall administer the empire. We can state in character that the Empress lays out the goals of what is desired and the Council of Moffs (IC) pursues this course of action.

What we can use her for is creating both the political scene of a monarch announcing the grand strategy of how the Galactic Empire goes forward.

This is actually a great point of interest we can pursue In Character in our latest faction thread.

I would argue that we all simply need to write from our Point of View of the Empress if we can decide to keep her limited.
We should not allow her to fight on the battlefield unless absolutely needed. The Imperial Knights should act as her champions in this instance.

The Imperial Knights primary job is protecting the Imperial Monarchy, while we can shift the mentality to protecting the Galactic Empire's core ideology at heart the Monarch is supposed to represent this.
It is from her the Knights can draw a stronger authority in pursuit of policing the Imperial systems.

That makes the Imperial Knights out to be sort of late-Roman Praetorian Guard, potentially intervening to direct what they see as the proper course for the Empire. It's an interesting dynamic, and I like it, but it may not be what's intentional.

As for other organization, I would say if you're going to have three (sort of four with the Knights) seperate departments, you have to something or someone to dictate their cooperation. A joint chiefs of staff type thing, perhaps? So you've got the Admiralty, the uh, General Staff HQ(?) and the Moff Council. Each elect a representative for a privy council which also includes the (NPC) Empress and leader of the Knights.

Alternatively, have the Empress as Head of State but have an elected Head of Government who wields real power. Something similar to Sate Prestage's role, perhaps?

Anyway just brainstorming out loud here, let me know if I'm totally off base.
 
And by having one derpy NPC in charge, all you do is create a tempting target for assassinations and other metagamy kark.

You saw what happened when Crina fell and the faction tried to go about surviving IC. The OS sent people into our thread (And Corey brilliantly allowed them to participate, for some reason) with the express purpose of killing or capturing the Empress so that they could try and force the IR through IC means to join the OS OOC.


Personally, I'm fairly opposed to the idea of an Emperor figure for the GE.

As far as not working together... the Imperial Knights are a form of Police Force.
There is a Council for Laws, Politics, and the Civilian side of things. Two Councils for Military Order. And the Imperial Knight Council, which handles aspects of the Force, and going around enforcing the laws and general order in a way that neither the Imperial Navy or Imperial Army can do. If the councils disagree, then they disagree. That's a natural course of events within a government. But should their disagreements threaten the stability of the Empire due to a crisis or should a particularly stubborn individual be identified as the cause of conflict... Then it falls upon the Imperial Knights to step up. The squeaky wheel gets "brought into the light", and a last chance to correct himself... If he fails to correct himself, then he gets a lightsaber haircut. "Just a little off the top."

If there is some sort of crisis that needs immediate action and the Councils cannot agree on a course of action, it falls upon the Imperial Knights to... correct the situation.

hmmmmmm,

Head of State - Empress
- Chief Representative of the Empire.
- Imperial Knights enforce the stability of the Empire are both agents and protectors of the Crown.

Head of Government - Grand Moff. Manages the day to day running of the Empire keeps the Council in check.

Executive/Legislative - Council of Moffs

Judiciary - Imperial High Courts & Council of Barons

I think you mispelled 'naturally developing story opportunities' there. I understand its sort of aggravating to deal with what you mentioned at Crina, but if they had captured the Empress, so what? It would have been easy enough to work around and the faction carries on smartly.

I do like the role you've established for the Knights, lots of room for intrigue, which is always fun (until it causes internal drama but w/e). I also think the core organization is solid, i just tend to see the need for an upper level executive branch, if you will. Not the aforementioned Empress (i think keeping her in a largely ceremonial role is good) but some privey council/joint chiefs/imperial high lords/whatever with representatives from all four key organizations.

I suggest all this because im a sucker for the sort of background development that never matters. The Sith have barely any organization and do just fine, so whatever works, i suppose.

Also, keep in mind that Strider had some fairly solid "dibs" on the role of IC leader for the faction.

Meaning that if ANYONE is going to be writing an Emperor/Empress, it's going to be him.


Personally? I hate the idea. I see having a central leadership figure as a weakness and a distraction as well as taking away from the potential that comes from spreading out leadership roles and allowing a wider audience to have some of the power. I see why others are attracted to the idea, but I think that there is greater potential in the alternative.


That being said, once Strider is back from his LOA we can discuss it further with his input as well.
