Raiyin Shui is from the Tōkaidō Water Gardens, island city of Kansai, Atrisia, which is home to the light-side water clan, the Wān Shuǐ Qì clan or in Galactic Basic called Waterbenders. He hails as the child of the unnamed noble lord in Kansai. It is currently unknown who his mother is, however his father's shame of infidelity, caused him to exile Raiyin from his noble family. As a result, Raiyin was given to an unnamed, but a grandmaster, in the Wān Shuǐ Qì clan. Raiyin took the surname coming from the water clan he was raised in. During his trainee days in the Atrisian water clan, he is often praised by his peers especially the leaders of the Wān Shuǐ Qì clan to the point where he developed an ego and pride, as this solidifies his existence in life rather than being a noble brat. By the time he reached in his teenage years, he was recognized by the imperial monarchs of the Commonwealth for his proficient skills in hydrokinesis. He represents the water clan in every annual tourney, only to get beaten by
Gong Son
, who is known as the Great Sage of Atrisia. Raiyin was always second in the competition to the point that he developed a hatred towards a naturally-talented student from the Wukong order. Every year, he gets defeated and this made him fell to the dark side due to his pride as a representative of the Wān Shuǐ Qì clan. He almost killed Gong Son in his last tourney which banished him to the water clan.
After that event, he went offworld to find "himself" because he was lost. He caused troubles here and there specifically in the Alliance space. Until he has heard of a man named

, who was spreading his ideology in the galaxy. Curious, he went to find the so-called Elysium Empire fleet located in the Sluis sector and he did. He was never that diehard the man's ideals who he considered himself as the King, all he needed was a job. He didn't have a choice but to swear fealty to the King and was assigned to the Elysium Intelligence Agency as an Elite Operative since he was a force-user and a Wān Shuǐ Qì student who were known for their stealth. During his time in the home fleet, he grew fond of the Empire although he always questioned himself if he truly belonged to the Elysium hierarchy. By the time the Bryn'adul and the Elysium Empire went to war, he was sent to the Bryn'adul space to gather intelligence, sabotage their operations and causing mayhem. One time, he encountered the Elysium Princess

who was causing mayhem in the Bryn'adul space. He's well aware that she has bounty on her head, around 5 million credits. While in his mission as an Elysium agent, he continued to hone his hydrokinesis abilities and Force lightning, including harnessing the dark side due to his Force travel abilities and being emotionally-driven. He is able to create a Force travel that has its own distinct and unique features, a water portal. One year later, the Bryn'adul fractured by itself. Now, he's coming back to the home fleet from his mission thru his water portal (Force travel).

Raiyin has a lean, muscular and athletic body, standing at 6 ft tall. He has a tanned-skinned tone. His eye color is black. He originally has a black hair but he became bald due to his Force travel abilities which is so powerful to the dark side. He wears a noble-like agent uniform in fusion with his Atrisian heritage and as an affiliate to the Elysium Empire.

Strengths and Weaknesses
+ Hydrokinesis: As former member of the Wān Shuǐ Qì clan, he learned how to manipulate water to the point that he mastered hydrokinesis, which is really a rare Force ability.
+ Sword Combat: As former member of the Wān Shuǐ Qì clan, he learned how to do sword combat from his teachers during his time as a student of the waterbending clan. Not exactly a lightsaber but force-imbued swords which are common in Atrisia.
+ Aerobics: As former member of the Wān Shuǐ Qì clan, he learned aerobics since it is required in any light side or force orders in Atrisia.
+ Secretive (good): He knew how to keep a secret. After all, he is an elite operative, an assassin or an imperial agent.

- Prideful: Raiyin is a prideful man. He has an excessively high opinion of oneself especially when it comes to his Atrisian heritage and his rare Force abilities.

Being an Atrisian who are mostly force-sensitive humans, Raiyin wields immense power. His known powers are hydrokinesis and force lightning. Raiyin can control two things that involve weather: water and lightning. His force powers being related to such, he is able to pressurize jet streams of water to either propel himself or slice his opponents like a blade. Raiyin's control over water and lightning is so powerful he can create massive storm clouds (Force storm weather) to block out the sun from the sky. He is most noted for his ability to trap opponents in a spherical prison of water that gives him limited control over their body. In addition, he is able to conjure up lightning blasts from the sky to blast his opponents into the air. He also possesses the ability to liquefy himself, turning himself into water and reconstituting behind them in a swift manner akin to teleporting. Through mysterious means, he enchants the strength in his legs, distorting space to strike them so hard that they would reappear opposite to his direction. He is also a Force cloak user, he enhanced it during his time in Bry'andul space.
Raiyin also wields a jamadhar, a katar consisting of three blades with the middle blade being hidden by two retracting blades and a Force-imbued blade. He has the ability to open dimensional rifts (Force travel) into the previously unexplored water realm. This allows him to create two different kinds of portals: a portal made out of water and one that has a purple color with a yellowish outline. The latter is often used in combat to teleport (Fold space) opponents after being launched by an attack, but he can also use it as a deadly projectile as well as imbue his attacks with it. Even his hydrokinesis has been expanded during his time in Bry'andul space, as he can now create deadly weapons out of highly pressurized water and even summon tidal waves to wash away his opponents. His ability to turn into water has also been expanded considerably, being able to reshape himself into an orb to snag his enemies into the air and slam them into the ground or shift into his liquid state to either slip past his opponents or allow attacks to pass through his form harmlessly.
