Description: A decontamination device, the Rad-Purge Phase Shifter is a development of fragments of information in Imperial databases on a much more deadly weapon - the metal-crystal phase shifter. Unlike its predecessor, which transmuted matter from a metallic to a crystalline shape, the Rad-Purge Phase Shifter is solely capable of turning radioactive elements stable. Designed to be mounted on starships capable of utilizing laser cannons, the RPPS was intended to be used in the event that a terrorist utilized a nuclear "dirty bomb" to cause widespread devastation to an area, allowing police and medical services quicker access to formerly unaccessible parts of the blast zone. It cannot be modified to phase-shift other materials - only radioactive ones. It also cannot alter materials with no stable isotope to that state, at which point it will choose the most stable state. There is currently no way to reverse the phase-shift process, though future versions of the RPPS may be capable of doing so, allowing industrial-age planets the ability to produce cheap nuclear-grade fuel from standard materials with radioactive isotopes. The result is the beginning of their nuclear age and advancement into space.

Radiation affects all cells of an organism or object, depending on the size of the blast it will completely mutate or radiate whatever it hits. As it stands, I don't like this submission at all due to the fact that you can't feasibly reverse this process without destroying everything that's been mutated. You can't simply undo mutation, or de-radiate an object. You could also flip how this machine works, and make it radiate things.
