The Underworld:
The Underworld is not a faction, not in a the traditional sense. Instead of being a unified being brought together by a single cause the Underworld is instead a collection of individuals, groups, and gangs narrowly avoiding being destroyed by sometimes coming together and protecting one another. The Underworld itself is split into dozens if not hundreds of different factions like The Pirate Fleet, Black Sun, The Bounty Hunters Guild, and many others. The only Rule of Law within The Underworld is set by something known as “The Conclave”. The Conclave is a gathering of powerful underworld individuals. These individuals set rules and regulations that criminals within their domain must follow at all times. Although most criminals do follow these laws some ignore them completely as Criminals tend to do. These few are looked upon as outcasts and are offers no protection from The Conclaves many forces.
The Conclave:
A gathering of the Underworlds most esteemed and powerful members that come together to set the rules for the various guilds and criminal gangs. The members include the Pirate King, the Leader of the Black Sun, The Bounty Hunters guild, and various other very powerful criminals. Those that ignore the rules set by The Conclave are met with swift punishment from the forces held by the various outlaw lords.
