Policing?

The faction is going to require some form of police force in order to keep things under control and enforce laws. There are a couple of options for this:

1. We have a sentient police force in the form of regular people picked from the same world they police. I don't like this option because it invites bias and unfair judgment.

2. We have a police force comprised of security type droids. Droids can be all programmed the same, and therefore they will enforce the laws fairly and in the same way, provided they aren't muddled with.

3. A mix of the two, since droids can be seen as cold and unfriendly, and people might not talk to them the same way they would a living being.

That's how I'd go with it, yes.

Makes sense. Droids will keep the people in check, but it also allows people to RP the security forces if they wish.

Also means you could split your police force into separate aspects: droids could be your reactionary force, responding more immediately to threats and offenses, while the sentient officers would be more investigatory, or for hostage release etc.
