  • [SIZE=11pt]Stability: Medium. The answer would have been ‘high’ until recently, but the Alliance’s fragmentation and rampant unemployment have brought hard times on some parts of Pica City. The innermost and lower levels of the arcologies, for example, are not the safest parts of town these days. Populist voices are growing louder. It was a booming resort town, a centre for sector-wide tourism, vacation, and hospitality enterprises, but business is slow and times are hard. Once-comfortable millions are asking hard questions about their future. The city is scrambling to reinvent itself in the context of the local economy - the Outer Rim.[/SIZE]
[SIZE=11pt]POINTS OF INTEREST[/SIZE]
  • [SIZE=11pt]Three arcological megastructures dominate Pica City’s skyline: Nosz, Chyu, and Parrte. Though Pica City is home to other megastructures, none match these three. Nosz and Parrte are much alike; Chyu is by far the largest. All are home to tens of millions, even in hard times. Vacant office space is everywhere, to say nothing of low-emission manufacturing blocks, sales floors, warehouses, and private hangars - all within the arcologies. It’s a buyer’s market for commercial real estate, and will be for at least a decade no matter who moves in. [/SIZE]
  • [SIZE=11pt]Ancient stone temples and luxury condominiums - many of them now vacant - line the Sersen River where it winds through the city.[/SIZE]
  • [SIZE=11pt]Pica City has convenient access to mountains, oceans, and everything in between, all studded with full-service resorts in a powerful slump. [/SIZE]

  • [SIZE=11pt]Low: Certain areas in the centres and lowes levels of the megastructures.[/SIZE]
  • [SIZE=11pt]Medium defense/Low offense: Average rating for the city, including the shoreline communities and megastructures. The city has an area shield that is only raised in emergencies. It has few if any weapons. The heaviest resistance would come from patrol officers with sidearms and the occasional long gun.[/SIZE]
  • [SIZE=11pt]High defense/Low offense: Certain areas in gated shoreline communities and some high or peripheral areas in the megastructures. This is all inconsistent and on a case-by-case basis, depending on how paranoid the wealthy residents may be. [/SIZE]
  • [SIZE=11pt]Maximum defense/Medium offense: The highest levels of the megastructures. Elite segments often maintain their own shield generators, osmotic fields, blast doors, and private security forces with automatic weapons. These sectors are relatively small, normally just a few offices and penthouse suites, as well as governance chambers. The heaviest ordnance, saved for emergencies, would be consistent with consideration for the arcologies’ structural integrity. Nobody wants to be the magnate or vacationeer whose men tore apart Chyu’s top floors.[/SIZE]
[SIZE=11pt]HISTORICAL INFORMATION[/SIZE]
[SIZE=11pt]Pica City was founded more or less concurrently with [/SIZE][SIZE=11pt]Elshandruu City[/SIZE][SIZE=11pt] and the planetary capital, [/SIZE][SIZE=11pt]Picavil[/SIZE][SIZE=11pt]. Like them, it founded its prosperity on what became a long tradition in the hospitality sector. When the Gulag Plague annihilated intragalactic tourism, Pica City staggered but reoriented its economy toward high-tech manufacturing. As the modern era dawned, however, Pica City spearheaded Elshandruu Pica’s reemergence into the galactic mainstream. The planet reclaimed its status as a regional nexus for vacationers and Outer Rim tourism. It enjoyed two solid decades of prosperity under the Omega Protectorate and the Galactic Alliance, despite the serious hiccup of the Akala Crises. When the Galactic Alliance finally imploded, however, Pica City fell into hard times. Elshandruu Pica found itself with few options other than to join the Outer Rim Coalition. [/SIZE]
