Rationale: Darth Imperia, a (relatively) freshly Knighted member of the Sith Order, is not a stable individual. She's arrogant, zealously devoted to Sith Supremacy, and has a budding delusion of godhood. Despite all of this, or perhaps because of it, she's also a rather ambitious, goal-oriented woman with a tendency towards using violence and mind control to solve her problems. So, with a penchant for violence and the sort of charisma that only dictators and politicians can muster, Imperia did the only reasonable thing.

She started a cult.

True, it's a militant cult, and one that disguises itself as your typical paramilitary organization, but it's a cult nonetheless, and Imperia's magnum Opus - a highly disciplined army of fanatically loyal soldiers, each one willing to die at the command of their superiors. Drug Addicts, criminals, the homeless - Imperia took in the huddled masses, the shunned and the scorned, offering them purpose and a chance at a better life. Combining traditional indoctrination techniques with repeated exposure to mind-affecting powers such as Dominate Mind, Darth Imperia slowly built up her army of fanatics and zealots, waiting for the day that she could finally reveal her magnum opus to the Galaxy at large.

Description: The PCGS bills itself to the galactic public as a security force, dedicated to "the safety of the galactic citizenry and the peaceful maintenance of stable government." Pretty words, but they hide an ugly truth: the PCGS is little more than an army of highly organized, efficient fanatics. It sells its services to authoritarian governments, assisting in the quashing of rebellion and the maintenance of the status quo. Beyond "security services," the PCGS also dabbles in the time-honored tradition of making certain people 'disappear,' typically at the behest of whatever government is currently employing them, although on occasion they do so independently. Those who 'disappear' are typically vocal academics, freethinkers, or egalitarians, a sizable minority of whom are never heard from again. Those who do resurface in the Galaxy typically do so working in a mine on some backwater planet, or in another, similarly 'industrious' capacity. Which leads us into the secondary operation undertaken by the PCGS - slaving. In addition to those described above, prisoners taken during conflicts are often sold into slavery on the outer rim or in Sith Space. Those captives who aren't sold off into slavery are indoctrinated with the philosophy of the PGCS - the actual philosophy, not what the PR department spins. This mainly consists of utter loyalty to the Sith (and Darth Imperia in particular), the superiority of Force Sensitives over Non-Force Sensitives, and the virtues of obedience and duty. The efficacy of this indoctrination, of course, varies from soldier to soldier, but those who retain some freedom of thought are typically still loyal enough that it isn't an issue. Those who aren't are typically too scared to speak out, and for good reason.

In terms of their hierarchy, the PCGS functions like a mix between a proper military unit and a cult of personality - which isn't an inaccurate comparison, considering that's actually what it is. At the head of the company is Darth Imperia, who has undisputed control of the inner workings and operations of the PCGS. Directly beneath her are five generals, each one in command of a legion of 1000 men and women. Each of these Generals is a Force Sensitive trained in the basics of the Dark Side, and each one has been thoroughly indoctrinated and condition with utter loyalty to Imperia.
