Re: Outbound Flight - Test Flight
"The Naboo Blocc is trying to pull the string, they want to safeguard their nobility prerogative, we have to bring the Jedi to our side," Senator Legate whispered to Darrian as Senator Dod's voice hides the venomous intention in Legate's word. Darrian knows what the senator is expecting him to do, so he pulled his holopad to quickly send a communique to the Jedi. Meanwhile, Senator Legate stands on his stead.
"Sent, finalizing the amendments," Darrian whispered to Karel, his eyes glued to his holopad.

Subject: Protocol regarding Cultural and Esoteric Anomalies
Master Jedi,
I write to you privately, away from the theater of the Senate floor, to offer a specific assurance regarding my constituents' intentions.
My motion to remove the Republic Navigators' Guild and the Ministry of Science from the oversight body is a matter of operational redundancy, not politics.
The bill already explicitly commissions the Wayfinder Pilot Ship to be "crewed by Jedi navigators and specialist wayfinders" for the specific purpose of "transmitting telemetry... to enable safe, precise hyperspace transitions". Furthermore, the Jedi are already tasked with analyzing "hyperlane anomalies".
If the Jedi are piloting the lead vessel and analyzing the anomalies, the presence of the Navigators' Guild and the Science Ministry on the oversight committee is superfluous. We do not need a committee to second-guess the telemetry your navigators provide.
I have proposed reallocating those oversight seats. and their associated funding, to the Ministry of Industry and the Bureau of Commerce. This ensures that while you manage the navigation, we have the resources dedicated to the logistics of what comes after the path is charted.
Moreover, I wish to preemptively address a concern the Council surely holds; that industrial expansion will trample history.
My constituents are builders and miners. We look at a planet and see ore, fuel, and potential. I will not pretend otherwise. However, we are aware that the regions we are about to enter contain mysteries that defy simple geology, echoes of history and the Force that are beyond the purview of a mining drill.
Therefore, I am prepared to insert a binding "Heritage Exclusion Clause" into the Proposed Senate amendments. The protocol will be as follows:
I hope this assurance allows us to proceed with mutual understanding. We will handle the logistics of the body; we leave the matters of the spirit to you.
With deep respect,
Senator Karel Legate

- Automatic Cease-Work: Should any corporate survey vessel detect an anomaly designated as "Class-1 Esoteric" (temples, artifacts, or unexplained energy concentrations), all industrial assessment will immediately cease within a 500-kilometer radius.
- Jedi Primacy: Coordinates of such locations will be encrypted and transmitted exclusively to the Jedi Council. No corporate extraction team will be permitted to break ground until a Jedi representative has cleared the site.
- Non-Interference: We seek resources, not relics. We are happy to cede all jurisdiction over cultural sites to the Order.
I hope this assurance allows us to proceed with mutual understanding. We will handle the logistics of the body; we leave the matters of the spirit to you.
With deep respect,
Senator Karel Legate
