Arrakan is a world defined by water. Vast oceans stretch from horizon to horizon, broken only by chains of floating platforms and city-sized habitats that rise and fall with the tides. Among them stands Platform Thirteen, commonly known as Leviathan’s Rest of the Khelar Anchorage—a critical residential and industrial district supporting thousands of workers and their families.

Three standard days ago, the platform ceased all communications.

Emergency broadcasts were cut short. Navigation beacons fell silent. Scheduled cargo transfers went unanswered.

Then the storms arrived.

Arrakan's violent storm season has transformed the surrounding seas into a graveyard of shattered waves and lightning-choked skies. Rescue craft dispatched by local authorities have failed to return, with their crews either missing or forced back by worsening conditions.

Initial assumptions pointed toward storm damage. Yet as more information emerged, troubling inconsistencies surfaced. Backup systems aboard neighboring platforms continue to register power fluctuations originating from Platform Thirteen. Life support signatures remain active. Internal energy consumption has not diminished; it’s increased.

Someone—or something—is still operating within the darkened city.

With thousands of civilians potentially stranded and local authorities overwhelmed, Protector detachments have been ordered to investigate, secure survivors, and restore order.

Should this merely be a natural disaster, every moment matters.

Should another hand be responsible...

The people of Arrakan are counting on the Empire to protect them.

The senior administrator responsible for coordinating the response effort. Exhausted and under immense pressure, Sena Vey has remained at the command center without rest since the blackout began.

Though practical and cooperative, she fears public panic more than political repercussions and may initially withhold information she believes could worsen the situation.

Physical Description: Sena Vey looks as though she has aged a decade in the span of three days. Her blue skin is contrasted by the faint gold markings that frame her eyes and trace the line of her cheekbones, though exhaustion has dulled their usual brilliance. Dark hair, threaded with premature silver, is tied into a severe knot at the back of her head to keep it out of the way.

She dresses in practical administrative attire: a weatherproof charcoal overcoat bearing the insignia of the Anchorage Civil Authority layered over a wrinkled uniform that speaks to sleepless nights spent at command consoles.

Chief Responder Brask Renn

Physical Description: Brask Renn is built like a man who has spent his life hauling survivors from wreckage and carrying equipment through storms. Broad-shouldered and powerfully built, his once-black hair has gone iron-grey at the temples, and a jagged scar disappears beneath the collar of his emergency flotation suit.

His rescue gear bears the marks of hard use: patched environmental seals, faded unit markings, and salt stains that never quite wash away. Around one wrist hangs a braided cord woven with small metal tokens engraved with the names of responders lost in the line of duty.

Shaken and guilt-ridden, Dalia insists that unusual repair orders had been issued in the days preceding the blackout, redirecting personnel away from critical systems.

Whether those orders were incompetence, coincidence, or something more deliberate remains unclear.

Physical Description: Dalia Nesh appears younger than the burden she carries would suggest. Her green skin is marked by intricate geometric tattoos across her chin and temples, symbols of personal milestones and family traditions from a life spent believing hard work solved most problems.

She keeps her dark hair cropped short beneath a grease-stained utility cap, and her engineering coveralls are patched at the elbows and knees from years of crawling through maintenance shafts and machinery spaces. Even now, traces of hydraulic fluid cling beneath her fingernails despite repeated attempts to scrub them clean.

The Tide Rats

Affiliation: Independent Salvage Crew

A notorious group of opportunistic scavengers operating throughout Arrakan's storm lanes.

Reports suggest their vessels have been sighted near restricted waters surrounding Platform Thirteen.

Whether they intend to rescue survivors, profit from disaster, or merely observe events remains unknown.
