Description: The Vector 4 deflector shield uses variable shielding to provide strong protection against beam and projectile weapons fired against a single section (divided into fore, aft, left, right). This requires less space to implement and less power to operate than standard shielding but the pilot (or astromech) must decide where that shielding is needed. The result is effective protection for a good pilot, and an expensive paperweight for a bad pilot.

Vectored (or directional) shielding is pretty well established in Star Wars lore, though it appears perhaps in its earliest form here.

I'm more interested in the basic mechanics of this.

When you say "strong protection", how strong would its shield be compared to a normal shield generator whose shield is spread out across the same ship?

The key parts here are that this system combines ray shields with beam shields into one system (with two layers of course) and provides almost no protection outside of the "vector" that is being utilized, and takes up less space while draining very little power in comparison. In terms of strong protection's meaning, a normal deflector shield is like a single plate of steel armor covering the entire ship and this would be more like two steel plates with a layer of leather sandwiched between. It provides a little more stopping power but the advantage mainly comes down to the negligible power drain to provide slightly better protection over a smaller area (negligible in comparison to a standard deflector shield)

It should be noted that the power of the shield outside of that vector is closer to a few pieces of cardboard glued together.

Do you see this surplus being utilized by other systems? If so, how?
 
Yes, it would allow a starship to bring more advanced systems onboard than it would normally be capable of with the power drain of standard deflector shields. Furthermore, any remaining surplus could be used to overclock energy weapons I am sure (especially weapons that already can be overcharged to fire a more powerful round than their normal fire alternatives) and rerouting surplus power to engines or maneuvering jets could provide temporary (albeit potentially dangerous) improvement to their performance. So, in that way the power surplus that COULD be utilized (if the starship doesn't opt to use it as a reason for stronger base systems on board) has the potential to provide a very small boost in flexibility (I've always been a fan of flexibility in RP. It allows for more dynamic and heart pounding writing, and keeps either side from feeling like they are fighting a battle with a set outcome. In the hands of a good roleplayer it adds advantages and disadvantages that can get them out of a bad situation while providing an interesting and appropriate negative for that same thing.)

None of this affects this submission itself, but I recommend making specific tech submissions that can handle this excess amount of energy. While it is certainly true that we do see power being rerouted from other systems of a starship to another part of it, this sounds like these systems will be getting far more power than most systems are typically capable of handling.
