DESCRIPTION
History
Jacen Voidstalker formed The Hounds from Jedi with military or law enforcement experience. As the war with the One Sith progressed they rarely carried out their enforcement duties as a unit and were far more prevalent on the front lines of combat. The Hound etched into Vanguard armour was a frequent sight.
As Jacen came to the conclusion that h was going to step back from the front lines of war he disbanded the unit and began to form a new concept: The Justicars.
Concept
The Justicars stand up for ensuring that every citizen of the Alliance, rich or poor, may seek justice where they have been wronged. A citizen whose need is so great that a Justicar is dispatched to investigate will never incur legal costs. If someone is found to be at fault the New Jedi Order see the process through to its conclusion.
Justicars have jurisdiction to investigate crime and carry out arrests within Alliance space. They may always act outside of the Alliance borders, seeking out dark side corruption. They are intended to be a visible presence so that the citizens of the Alliance know that the Jedi look to protect those who cannot defend themselves and not just gallivant off to war when the Dark Side appears.
They are supported by a large, dedicated group of forensic investigators and have access to a range of intelligence and police information. A unit of Special Forces known as the Scarred provide fire support during excursions into enemy territory or a hostage crisis.
Organisation
Jacen Voidstalker is the head of the organisation. He is supported by a large command unit with several individuals who previously held high ranking positions within law enforcement agencies within the Alliance. There are also direct lines of communication to domestic intelligence groups.
Organisation below this level is fluid, but typically a senior member of the enclave is assigned to a given mission and assigned the resources they need.
Appearance
The Justicars typically wear robes in the reddish brown of the Alliance. They will typically have a shoulder pad or forearm coloured bright white and emblazened with the logo of the New Jedi Order to mark them out as a Justicar
