Imperial Ministries

The Sith Empire, beyond the Sith Council, had split its government into three main ministries. These include the Ministry of War, the Ministry of Intelligence, and the Ministry of Logistics. While each ministry was headed by a Sith on the Council, many of the positions in each ministry were filled by the vast amount of non-Force users in the Empire.

Ministry of War


The Ministry of War was charged with operating all elements of the Imperial Military. The Minister of War answered to three of the Dark Council spheres: the Spheres of Defense of the Empire, Military Offense, and Military Strategy. Under the Minister were Moffs who ensured that military order was maintained. The ministry handled all aspects of the Imperial military. The ministry was also responsible for law enforcement functions on Imperial worlds and the Imperial Reclamation Service though the Reclamation Service was also directed under the Sphere of Ancient Knowledge.

Sith Heads: The Sphere of Defense of the Empire, the Sphere of Military Strategy, and the Sphere of Military Offense
The leaders of each sphere were in direct control of the Ministry of War. Between these three Sith, they each had to work together to ensure their own jobs were accomplished with the cooperation of the other Sith.

Minister of War

The Minister of War was a non-Force using Imperial that was the head of the Ministry. While he answered to the Sith, he usually was given only general goals and restrictions rather having to go to the Sith for permission for each and every action. He was usually appointed by joint decision of the heads of the Sphere of Defense of the Empire, the Sphere of Military Strategy, and the Sphere of Military Offense.

Grand Moff

The Grand Moff was a single non-Force using Imperial that was considered the one of the lead military strategists of the Empire. While the title was mostly ceremonious sign that they were the go-to Moff of the Empire, it was also a symbol of how much the Moff that received it had contributed to the Empire. While the Minister of War would be one deeply involved with the bureaucracy of the Empire, the Grand Moff took a more personal approach to warfare. Because of this, the Grand Moff was generally the face of the Imperial military.

Other than the Grand Moff, the Moffs were in charge of a specific sector of the galaxy. Their power usually diminished by a great amount the moment they stepped outside of their defined boundaries. However, within them, they were considered the head of whatever military forces that were there.

Ministry of Intelligence
The Ministry of Intelligence answered to the Sphere of Imperial Intelligence. Headed by the Minister of Intelligence, the Ministry was responsible for providing information and sowing disinformation as necessary. The largest organ of the Ministry was Imperial Intelligence. It served as the Empire primary covert intelligence and counter intelligence service.

Sith Head: The Sphere of Intelligence
The head of the Sphere of Intelligence had indisputable control of the entire Ministry of Intelligence. Because of this, they were usually among the most powerful of Sith in the Empire due to the vast amount of secret information that they would have access to vasts amounts of secretive knowledge.

Minister of Intelligence

The Minister of Intelligence was the highest position a non-Sith member of the Sith Empire could achieve within the Imperial Intelligence agency. As Minister, an individual headed up the largest espionage and intelligence agency in the galaxy under the directives of the Sith.

Outreach Bureau
The Outreach Bureau was an agency of the Sith Empire that was responsible for the distribution of information and news. Their primary purpose was to spread propaganda and utilize information as psychological warfare against the Sith's enemies.

Director of the Outreach Bureau

The Director was in charge of the spread of information within the Sith Empire as well as propaganda broadcasted beyond. Because of this, the Director was the most important person in swaying public opinion for the Sith Empire. The Director was directly appointed by the Minister of Intelligence.

Deputy Director of the Outreach Bureau

The Deputy Director was the second most powerful person in the Outreach Bureau. Usually, they take duties the Director had split off to them, or even assume the Director's duty in times when the Director was unable to perform his duties. Those in this position were appointed by the Director.

Imperial Intelligence
Imperial Intelligence was the primary intelligence organization that served the Sith Empire.. The largest organization under the Ministry of Intelligence, Imperial Intelligence answered directly to the Minister of Intelligence. Operating in the shadows, agents of Imperial Intelligence were skilled at manipulation, subterfuge, intimidation and assassination and were just as deadly as their Sith superiors. All agents and operatives of Imperial Intelligence operated under codenames.

Keeper
Open to non-Sith PC
Keeper was the codename for the leader of Imperial Intelligence. He was directly under the Minister of Intelligence and was in charge of executing whatever orders came from him or his Sith masters.

Informer
Open to non-Sith PC
Spies, scouts and informants who gathered information and relayed it back to base. Were often assigned a fixed position they would never leave.

Cipher
Open to non-Sith PC
Operatives that were skilled in assassination, seduction, infiltration and sabotage. Ciphers were often the field agents and main attack force of Intelligence, adept with poisons, rifles and gadgets.

Minder
Open to non-Sith PC
Information processors who received intelligence from Ciphers and anticipate their enemies movements. Minders work as internal security, screening Intelligence for vulnerabilities, and addressing any breaches.

Fixer
Open to non-Sith PC
Technical agents who were adept at slicing, engineering and biomechanics. Often processed and made sense of technical data (such as datapads and bioscans) gathered by Ciphers.

Watcher
Open to non-Sith PC
Observers that recover, process and analyze data, then relay their findings back to the Ciphers. Watchers report directly to Keeper.

Ministry of Logistics
The ministry was controlled by the Minister of Logistics who technically answered to the Sphere of Production and Logistics though he would also at times report to other councilors such as the Sphere of Defense of the Empire if it referred to a military issue. Though seen by some as the lowest of the Ministries, it was also the most vital. The ministry provided calculations to fend off enemy troops, logistical necessities of fleets and ground forces, and financial concerns of a war. The Ministry was additionally charged with the smooth running of the economy. Industries are nationalized the Ministry manages the factories who produce the weapons for the Empire's war machine. Along with this are agricultural worlds that are used for the food supplies of the Imperial military. The Ministry also supervised the Empire's slave labor and makes adjustments where necessary to complete building projects and run various industries. Added to this, the ministry runs the Empire's civilian transportation and trade network ensuring the transit of goods in the Empire.

Sith head: The Sphere of Production and Logistics
The head's main job regarding the ministry was to ensure the efficient supply and financial stability of the Empire. Because of this, the head of the Sphere of Production and Logistics was one of the most economically minded Sith on the Council.

Minister of Logistics
Open to non-Sith PC
In charge of the supply routes and economy of the Sith, the Minister of Logistics could arguably be one of the most indirectly influential position a non-Sith could hold. Even Sith that did not have the Minister's favor could find themselves at the Minister's mercy when at war and without supplies.
