The Cartel's IC rank structure is as follows from highest to lowest. Specialized ranks will follow immediately after.
Cartel Boss
This person is in charge of the Cartel as a whole. All Clan and Organization leaders report to them. They make the calls and decide upon the path of the Cartel. Their word is law and to disobey his or her law is the break the Truths detailed in the Book of Shadows. The Cartel Boss also commands the total respect of all members of the Cartel.
Senior Advisor
This individual acts as the second in command for the Cartel Boss. He compiles the reports and statuses of the Clans and Organizations and presents them to the Cartel Boss for him or her to make decisions based on the information therein. This person also runs the day to day life of the Cartel as a whole and is the go-to person for coordinating the intricate details of the Cartel's criminal underworld.
Regional Bosses
These individuals act as a Senior Advisor does, but to a specific number of systems. The compile the reports from the Clan leaders and coordinate inter-Clan/Organization efforts in their "region" to make sure things go smoothly. These individuals act as the go-between for the Clans/Organizations and the Cartel supreme leadership. Regional Bosses also rule over the more severe punishments dealt towards Cartel members and act as a mouthpiece of the Cartel Boss.
Clan Heads
These are the heads of Clans or Organizations within the Cartel. Essentially, the most senior member with an organization or the Patriarch/Matriarch of a Clan. These people run their clans or organizations how they see fit and make sure their people adhere to the Book of Shadows and follow the Cartel Boss' rulings. They're also responsible for recruitment and for regulating their members as well as paying the necessary tithes to the Cartel as a whole.
Clan Captains
These individuals are trusted and top members within a Clan or Organization. They operate within the Clan or Organization to lead, manage, and create ventures into the criminal underworld in whatever way they or their Clan/Organization Head see's fit. They're the senior field officers within the Clans and the Cartel. Often, they oversee the criminal ventures too big to trust to anyone lower ranked, but too small to bother a Clan or Organization Head to maintain.
Clan Lieutenants
These men and women are the motivators and sergeants within the Cartel. They take orders from Clan Captains and further their Clan or Organization's interests to the best of their abilities. While often deemed "small fish" by police and authority standards, the Cartel cannot function without them as they provide leadership and instinct on the sharp end of the criminal underworld.
Soldiers
The lowest and most numerous rank within the Cartel. These men and women form the front line of the Cartel's criminal enterprise. Though low of rank, they're above the status of a petty thug. Each is expected to hold themselves with a sense of self respect and to treat others within the Cartel with that same respect. Soldiers run the rackets, protection schemes, black marketeering, and other basic ventures in the underworld. Soldiers aspiring to earn higher ranking within the Cartel would do well to show enthusiasm, respect, dedication, and competence in all things they do.
Thugs, Bounty Hunters, Mercenaries, Etc.
While not necessarily a rank within the Cartel, these people do deserve mention. Each has uses in their own ways and each has the benefit of not asking many questions so long as payment is received. Use their services wisely and do not allow them to know too much of Cartel schemes so as to adhere to the Book of Shadows. Failure to do so will result in punishment allotted accordingly.
Misc. Ranks are as follows.
Redeemers
These individuals' sole job is to find, track, and take down Cartel members who have fled from punishments set down in the Book of Shadows and have become Dishonored. These beings will either be the Judge, Jury, and Executioner of the Dishonored they are tasked to hunt down or the Retrieval Expert tasked with bringing the Dishonored before the Cartel for adequate punishment.
Gamblers
As the name obviously states, these members gamble professionally. They gamble at anything that can possibly be gambled upon and, usually, rig the game for themselves. Often, they hold rigged games where non Cartel members or unknowing tourists come to play and, subsequently, lose all their money in the process. Long and short, if there's a game that they can get a cut of, Gamblers are there.
Thieves
Notorious for sneaking in and out without being detected, these individuals know how to work their art. These beings come in two varieties: Small, quick, and sneaky or big, mean, and brutal. Some thieves case their mark and sneak in to steal the priciest bits of property while others ambush the unwary and rob them blind. Either way, they provide to the Cartel and, when needed, can produce quite a bit of information or valuable services to the Cartel as a whole.
Prostitutes
Plying the oldest trade known to the galaxy, these individuals are well known for their wiles, charm, and prices. Despite their profession, these beings are highly valued by the Cartel. The first reason being the revenue they bring in for the criminal organization as a whole. The second, and most prominent, reason is the amount of information the pass to the Cartel. The main core of political intelligence gathered by the Cartel are through Prostitutes.
Smugglers
These individuals are highly prized for their ability to sneak contraband past customs. Well paid and skilled, smugglers sneak illegal merchandise through port authorities for the Cartel to sell on the black market. At times, Cartel bosses have been known to hire smugglers for more clandestine jobs as well.
Scientists/Doctors
These people are in charge of scientific research, applications of new technology, and the care and treatment of Cartel members. Whether treating a wounded Soldier, developing a new weapon, or researching a new Spice recipe, these individuals are probably one of the most highly prized and protected assets to the Cartel.
Assistants
Varying from accountants, lab techs, pencil pushers, and more, these individuals form the bureaucratic backbone of the Cartel and make sure everything runs smoothly.
