Unspecified. The rules simply state that no ship larger than 1,000 meters may be captained by a writer. In most cases this just translates to "As many as is appropriate for the thread."

Actually a rule exists that a minor faction can have as many ships as active members split between their fleets. So the IR right now likely has around 12 ships, all smaller than 1000m, until we hit major. It shouldn't be too long till we hit major and don't have to worry about that though.

Nothing wrong with Victory Class Destroyers, we should concentrate on smaller level raids with these ships until we can bring back the bigger classes with a major faction promotion.
