Needing a nonlethal form of crowd control that was better than Tear Gas and quick to immobilize an opponent, Nelson Prototyping developed a substance known simply as "Horror" by them which could be inhaled or injected. Horror stimulates the fear receptors in the brain causing the person temporary delusions that their worst fear is around them. This could cause panic attacks and potentially unconsciousness. It could also cause heart attacks. This drug as a result is very regulated by Nelson Prototyping.
This also makes the injected / drugged more terrified of pretty much everything for when itis in use.
