Affiliation: Science. The Gulag Plague Scientific Research Center serves no one particular group; rather it belongs to the galaxy.
Description: The Gulag Plague Scientific Research Center is a kilometer tall and covers over 6 square acres. Due to the size of the building trams, elevators, and escalators have been installed. Its current facilities include:
North Wing(Science&Technology Wing):
Biomedical labs with state of the art Virus and disease research machines, over five times as efficient as other labs.
Technology Research Center; With everything from microcomputers, such as the Jogan Pi, to massive supercomputers capable of performing complex commands
Robotics Labs; Separate from the Technology Research Center, the Robotics lab houses everything from dismantled robots, ancient robots, brand new robots, and somewhat old robots of all types from Astromechs to Assasin droids, and Protocol droids to Load lifters. It is one of the best Robotics labs in the galaxy.
Weapons Research Department: From Blasters to Bludgeons, you can use the facilities VR simulators to see how your designs would work against anything from ordinary civilians to fully armored Beskar clad Mandalorians
Apartments: The scientists of the North Wing have their break room and private rooms housed near the Robotics labs.
South Wing: (Research):
Libraries: The South Wing it dedicated entirely to libraries. With thousands of square feet dedicated to common illnesses, and even more on things such as pod racing or GravBall. It makes the perfect place to write a report or do some research on any subject.
East Wing(Casual Wing):
Food Emporium: The East wing houses the Centre's Food Emporium, with eateries such as Pizza Hutt or McYoda's the Gulag Plague Commemorative Center's food emporium is a great place to spend a meal with cuisine from all over the galaxy.
Video Game Lab: The design lab for numerous video games, this department has a dedicated area for teaching children Computer Science, as well as housing Video Game stations, gaming computers, and everybrand of Videogame or console made within recent history.
Hall of the Honoured: A room full of statues of those who had changed history, such as the Jedi Grand Master Yoda, Darth Vader, and Mandalore the Ultimate, and much more.
West Wing(Assorted Remaining Facilities):
Banks: Housing Facilities for banks like the IGBC, or the Telerath Banking Initiative. You can find almost any bank from any world here, either an entire facility or at least an ATM. Meaning that you'll always have money here if you have money in a bank, that is.
Mining Facilities: Built to acquire the planet's natural mineral's, the mining facility takes up an acre on its own and is a restricted access facility. So in theory, workers only, in practice, workers, and people who sneak in, only.
Mineral Store: Here you can buy minerals of any kind from artificial ones, like dura-steel, to natural ones, like stones and gems(including lightsaber crystals), Disclaimer: The saber crystals for sale there must be bought separately from all other items and the price varies on the quality of the crystal, haggling will most likely be involved,
Ship Capability/Design Archive: Contains the Capabilities and Designs, not exact details, though, from ships like the Freedom-class space station from Clan Kryze Shipyards or the TIE Reaver from Ringovinda StarYards. This hourly updated facility can be accessed and updated in the Staryards as well.
Staryards: Housing facilities capable of building anything up to Corvette's the Centre's ship building facilities house highly advanced tech that can be accessed through long hours of work(OOC: Dev Threads)
Factories: The personal scale version of the Staryards, the factories house production lines for anything from armor to blasters and bludgeons to axes.
Tower Wing:
Most of the tower wing is dedicated to offices, but some of the bottoms have playgrounds for children, and concessions.
Center:
The center of the building houses landing platforms, and security checkpoints as well as apartments, and hotels. Meaning that you could practically live at the Center
History: After the end of the 400-year darkness, in 385 ABY, the leading Medical scientists of the time gathered together. Realizing how unprepared for the Gulag Plague they were, they banded together and petitioned several major and minor government fro funds to build a research center. The Gulag Plague research center and Medical facilities were what the project was named until six months later. When it was renamed the “Gulag Plague and Medical research facility and Armaments laboratories, Its construction was started in 836 ABY, when it was renamed a second time as the Medical and Armament research center and military home base. The military part was dropped after the dead returned to being dead and all was well for almost a year until the Hypergate on Dathomir was rediscovered and the construction and plans for the building were put on hold and then forgotten. In 838 ABY the Chailindrian government archives were broken into, and the thieves managed to escape with the plans for the facility, the thieves were working for a rogue Hutt who then auctioned off the land and the plans for the facility. The plans were then bought by an entrapnur who was trying to build an amusement park, all went well with his plans, he had hidden them from all eyes but his and a few private contractors, he had paid bounty hunters to kill them if he ever died. 842 ABY the entrepreneur died and with him the location of the original plans for the facility. In 843 ABY a group of scientists, lead by four of the originals redesigned the building under funding from groups such as the Techno Union, the One Sith, and The Mandalorian Clans. The building was set to be opened in 846 ABY but was delayed due to the Netherworld event. The facility was struck by lightning and was deemed unsafe to enter by the Galactic Building Security Bureau for six months. It was finally open as the Gulag Plague Commemorative center in 848 ABY, by the 113-year-old scientist who had to lead the effort to start in the first place.
Intent: To enter in the current Codex Competition. To provide a state of the art research facility/general non-restricted item dev thread location for those who want one.

What makes these labs so state-of-the-art and efficient?

This many change once I see the planet sub or Wiki entry (I couldn't find it on the Wiki), but just be forewarned I will likely ask you to limit the number of metals and gems available pending my findings.

It took over 300 years to begin construction? Why did it take so long, and why did the project go forward if the Gulag Plague has since passed?

The plans were then bought by an entrapnur who was trying to build an amusement park, all went well with his plans, he had hidden them from all eyes but his and a few private contractors, he had paid bounty hunters to kill them if he ever died. 842 ABY the entrepreneur died and with him the location of the original plans for the facility.
Please elaborate on this. The Hutt did not own the land, and because it belonged to the government, would it not have been guarded? Especially after such a high profile theft?
What happened to the construction when the plans were stolen? Why were there no copies, and why was it so secretive?

The building was set to be opened in 846 ABY but was delayed due to the Netherworld event
How was it delayed?

It was finally open as the Gulag Plague Commemorative center in 848 ABY, by the 113-year-old scientist who had to lead the effort to start in the first place.
Wouldn't the scientist be closer to 300-400 years old if he had led the initiative to begin work on the center?
