regarding

IMPERIAL CORRECTIONS DIRECTORATE [I.C.D.] INVESTIGATION AND SUBSEQUENT WRIT OF DETAINMENT FOR PERSONS OF INTEREST

Members of the I.C.D., members of C.O.M.E.C.I., and citizens of the Imperial Confederation,

Allow me to begin by wishing you all a good evening. It is not often that I address the Confederation directly, and it is rarer still that circumstances require I speak to our people in such a manner. Yet recent events warrant as much clarity as I am able to provide.

I am fully aware that my actions during the emergency session of the Commission for the Establishment of Civilian Interests have prompted concern and unease. Why did I invoke an Emergency Measure? Why was Empress Deschart placed under protective confinement? Why was the session closed to both the press and our liaisons? These are fair questions. Some of them I can answer today; others, I regret, must remain undisclosed for the moment. Not out of disregard, but because premature disclosure could compromise ongoing stabilization efforts and place the Confederation at further risk.


Let me answer a question I raised: Why was Empress Deschart placed under protective confinement?
I invoked Emergency Measure EX-42a because the Empress had ceased to fulfill the essential obligations of her office. Over the past several cycles, she declined to attend state functions where her presence was necessary, failed to appear at public engagements central to maintaining confidence in the Throne, and repeatedly absented herself from sessions of C.O.M.E.C.I. in which her direct judgment was required to resolve pending matters. She withheld her signature from legislation and proclamations vital to the Confederation's continued stability and security. In effect, she disengaged from governance entirely: abandoning her duties, and by extension, abandoning the Imperial Confederation.

Furthermore, additional circumstances were brought to my attention which indicated that these absences were not isolated acts of fatigue or hesitation, but part of a broader pattern suggesting a risk of flight. In light of this, protective confinement became not only justified but necessary.


This leads to another raised question: Why did I invoke an Emergency Measure?

In the days leading to the emergency session, reports from multiple departments indicated that essential directives were going unsigned, appointments, civil and military, were left vacant, and entire policy initiatives were stalled waiting for her participation. The resulting uncertainty created fractures across the administrative chain that I could not allow to widen.

When these developments were combined with intelligence suggesting the Empress' risk of flight, the threshold for Emergency Measure EX-42a was met. The Measure exists precisely for such moments: when the normal mechanisms of governance can no longer function because the highest officeholder has become unable or unwilling to perform their duties, and immediate action is necessary to prevent institutional paralysis.

I invoked EX-42a because the alternative was to permit a leadership vacuum to deepen into a full institutional crisis. The Measure provides me with the narrow, temporary authority required to stabilize operations, protect the continuity of government, and ensure that the Confederation does not drift leaderless into disorder. Furthermore, it does require that everything that I decision I make, under the authority granted to me by the Measure, be recorded, reviewed, and justified once normal governance is restored.


Now, to the Warden Primus and the officials of the Imperial Corrections Directorate, I extend my gratitude for your diligence. Accountability remains vital to our Confederation, even when emergencies demand swift and decisive action. Nevertheless, your office does not possess the legal authority to initiate inquiries into members of the military or the Imperial Ruling Council without authorization from C.O.M.E.C.I., and your present investigation exceeds those boundaries.

That said, in the interest of maintaining public confidence, I will not contest the warrants or designations you have submitted, though I must note that their composition reflects a misunderstanding of both protocol and jurisdiction. Let me be clear: any attempt to detain or impede the officials listed therein will be addressed within the full extent of the law, promptly and without ambiguity.

While I cannot submit to an interrogation, I will always make time for a formal dialogue. My office remains in service to the people of this Confederation at every hour. My doors may be closed for now, but they are not locked. All you need to do, is knock.
