OVERVIEW
The First Order Security Bureau (FOSB) is the central intelligence and internal security apparatus of the First Order. While the military projects strength outward, the FOSB ensures the integrity of the state from within and prepares the path for conquest from the shadows. Operating under the mandate of "Order through Oversight," the Bureau is responsible for counter-intelligence, counter-insurgency, and the execution of the Doctrine of Subversion.
In a meritocracy, information is the ultimate currency. The FOSB identifies the competent, culls the inefficient, and ensures that by the time the First Order fleet arrives at a system, the battle has already been won.
STRUCTURE
The Bureau is divided into three primary arms, each overseen by a Deputy Director who reports directly to the Director.
- Bureau of Operations (BOO)
- Scope: Field Espionage, Sabotage, and Infiltration.
- Function: The "Blade" of the Bureau. The BOO handles the physical aspects of the Shadow Campaign; planting deep-cover agents, marking targets for Special Forces, and performing the high-risk extractions or liquidations required to keep the Order secure.
- Lead: Deputy Director of Operations
- Bureau of Political Subversion (BPS)
- Scope: Soft Takeover, Puppet Regime Development, Annexation, External Propaganda
- Function: The "Velvet Glove." The BPS manages the political side of the Shadow Campaign. They identify ambitious local leaders, facilitate coups, and manage the "Amnesty Decree" for wayward fleets. Their goal is to ensure that a planet’s leadership is either loyal to the Order or too fractured to resist its arrival.
- Lead: Deputy Director of Political Subversion
- Bureau of Internal Security (BIS)
- Scope: Counter-Intelligence, Internal Audits, and Internal Propaganda.
- Function: The Bureau’s watchdog. The BIS ensures the First Order remains a true meritocracy. They perform regular loyalty assessments on officers and root out "Imperials" or "Sith-aligned" subversives who might compromise the First Order's cold, clinical vision.
- Lead: Deputy Director of Internal Security
RANKS
The FOSB utilizes a streamlined hierarchy that reflects its clinical nature. Promotion is based strictly on successful "Case Resolution" and intelligence yields.
- Director: Absolute authority over Bureau assets and operations.
- Deputy Director: Bureau Heads; the primary owner of divisional strategy and operations.
- Chief Superintendent: Senior leads managing multiple star systems or major task forces.
- Special Agent/Case Officer: Experienced field leads; they run the units and manage high-level assets.
- Field Agent/Analyst: The primary rank for active personnel in the field or behind the terminal.
DOCTRINE
The FOSB is the extension of First Order’s Subversion doctrine, and as such they follow the derivatives of the doctrine:
- The Shadow Precedence: No fleet enters a system until the FOSB has confirmed the collapse of the local defense grid and the compromise of the local government.
- The Merit Audit: Loyalty and competence is a variable that must be checked. The BIS ensures that incompetence is treated as a security threat.
- Engineered Collapse: The Bureau’s highest achievement is the "Bloodless Annexation," where the Bureau has thoroughly subverted a target that they beg for the First Order to restore order.
