Faction Ownership Transfer is still broken

I still can't hand over the keys to Gilamar Skirata. I've tried for a while and even reported this bug before to Tef, but it might have fallen through the cracks. Anyway, it's annoying as people still send me PMs asking about diplomacy when I am no longer Mand'alor.
