Designed by Sasori and its medical labs at Sakura with experiments into different plants for effects. That led them to endor and its wealth of strange plants, creatures and any number of different things from living mountains to extra dimensional force beings or even soup of invisibility. The shadowroot was interesting but the Wish plant proved something much much stranger and after experimenting with it and how to revive it they were able to isolate the pods which would be used for the cigars they were developing. As a means to offer a unique experience and surprise to those who were using them on top of the healthier effects one could get from using them. The effect was a wish plant that when used would allow one to verbalize and manipulate the fabric of reality around them but they needed to be highly specific as interpretation and vagueness wasn't rewarded it was either ignored or could change the entire thing happening.
