Unusually enough for a moderately complex alchemical formula, Eternis Hair Gel was first created by the Shadow known as Kal as the component of an elaborate prank he intended to play on Noelle Varanin - the realization that the sudden loss of her entire head of hair might well drive her into a homicidal rage convinced him that it was perhaps not the greatest idea he'd ever had. No matter, all practice was good practice.
With more time to observe the behavioural patterns of mortals, he came to the further realization that valuing one's hair was far from unusual. Struck by a sudden surge of inspiration, he developed a formula with a reversed effect, primarily intending to market it to "wealthy but insecure men".
To exactly no one's surprise, the task of actually producing the substance was quickly delegated to the Weavers; its creator has better things to do.
