Many people have used well known faces of people. While some may question its usage, many canon people from starwars have been used as an aesthetic of a character. You just can't play the actual Canon character as your own.

- I feel it comes largely down to personal preference, although I do see your point regarding the use of Jar Jar Binks. At the end of the day, however, if you're happy with it then that's all that matters. In my experience, if you're not happy with your character's aesthetic then you may likely find it difficult to fall into RP with them.

I don't think anyone will think that you're writing a clone/carboncopy of an existing character from canon/eu if you use their likeness and have a similar behavior, a lot of people tend to do something similar and it comes across more as a tribute-ish kind of deal than anything - so long as you're not actively trying to be a literal copy of the character in question.
